About this file
This is a Request for Proposal (RFP) for Mid-Term Availability (MTA) ship repair services for the USNS CITY OF BISMARCK (T-EPF 9), a U.S. Navy vessel. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka issued the solicitation on June 30, 2026, with offers due by July 30, 2026 at 03:00 PM Singapore Standard Time. The contract is a hybrid Firm-Fixed-Price arrangement with Time-and-Materials (T&M) Growth CLINs, under Defense Priorities and Allocations System (DPAS) authority.
The primary work involves completing a comprehensive Mid-Term Availability of the USNS CITY OF BISMARCK during the period February 1 – April 16, 2027, with an optional extension from April 17 – May 16, 2027, to be performed in the U.S. 7th Fleet Area of Responsibility excluding India. The work scope includes repair, maintenance, and alterations across hull, machinery, electrical, and electronic systems, with specific Category A and Category B work items detailed in the attached specification package per Military Sealift Command (MSC) specification SSU SN 27-001. The contractor's fully burdened labor rates and material handling fees from Attachment J-3 will apply to growth work and Time & Materials tasks. Pricing includes separate CLINs for the base MTA (CLIN 0001), optional continuation services (CLIN 0002 for 30 days), growth work prime labor (CLIN 0003 with 8,034 estimated hours), and growth work materials and subcontractor costs (CLIN 0004 with $717,755.83 estimated base). All prices must be stated in NET US Dollars inclusive of applicable charges.
Evaluation will be based on lowest total evaluated price combined with acceptable technical factors and past performance. The technical evaluation emphasizes the contractor's understanding of the work package through Time-Phased Sequencing Network (TPSN) and Critical Path Analysis, identification of problem areas, engineering support capabilities, material availability and control plans, weather and fire protection plans, aluminum welding compliance with American Bureau of Shipping (ABS) standards, manpower requirements, growth absorption capacity, facility adequacy, berth/mooring capabilities, organizational structure, subcontractor participation with required Original Equipment Manufacturer (OEM) letters of intent, quality control procedures, and hazardous waste management. Contractors must submit evidence of three recent and relevant past performance contracts on U.S. Navy or similar vessels within the last five years. The solicitation requires small business self-identification per FAR provisions, with a 10 percent price evaluation preference for HUBZone small business concerns. Liquidated damages will be assessed at rates established at award based on the official Department of State per diem rate for the place of performance, ranging from $16,000 to $60,000 daily depending on 7th Fleet AOR location. Electronic proposal submission is required via email or DoD SAFE, with all documentation in Microsoft Office 2016 or Adobe Acrobat Reader 2020 compatible formats.
