About this opportunity

The U.S. Merchant Marine Academy (Department of Transportation Maritime Administration) is conducting market research via RFI for a scoreboard replacement at Tomb Field, Kings Point, New York, with responses due October 23, 2026 at 10:00 AM ET.

The procurement seeks a turn-key LED scoreboard system encompassing design, engineering, procurement, installation, and commissioning. The display must measure approximately 60 feet wide by 30 feet tall with 10mm or tighter pixel pitch, 7,000+ nits brightness, 16-bit color depth, 3,840 Hz refresh rate, and IP-67 sealed modules. The system requires primary and redundant hot-swappable LED display processors for uninterrupted operation, plus dedicated physical scoring and timing console supporting football and lacrosse sports. Scope includes demolition of existing scoreboard, structural modifications per PE-stamped drawings, installation of professional-grade integrated audio (achieving 139 dB SPL at 1 meter), instant replay system with 30-second buffer and dual 10-inch monitors, comprehensive brightness control with automatic ambient light sensing, and a decorative truss featuring 3-foot USMMA lettering. The control platform must support HDR content processing, multiple live video inputs, content management with sponsorship ad zoning, and a pre-loaded library of at least 50 hours of USMMA-specific content. Spare parts requirements include 5% of critical components (display panels, power supplies) and 3% of secondary components. All work must complete by September 4, 2026.

The primary NAICS code is 339950 (Sign Manufacturing); PSC N078 applies. This RFI is market research only; responses are not offers and incur no government reimbursement. Interested vendors must submit a capability statement (five pages maximum including cover page) and completed Market Research Questionnaire via email to NarineA@usmma.edu by October 23, 2026 at 10:00 AM ET.
