About this opportunity
The Department of Agriculture Rural Housing Service seeks physical inspection assessment services for multifamily housing properties under its Multifamily Physical Inspection Program, with proposals due August 26, 2026, and questions due August 13, 2026. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses and carries a firm-fixed-price contract structure.
Place of performance is nationwide, including continental United States, Alaska, Hawaii, and Puerto Rico. The contractor must complete 4,000 acceptable inspections during the 12-month base period (September 30, 2026, through September 29, 2027) and 3,500 to 4,500 inspections annually during four optional 12-month renewal periods. Inspections cover USDA-financed Section 515 multifamily housing, Section 514 farm labor housing, and Section 521 rental assistance programs across four geographic regions using the Mortgage Bankers Association Form 3.03 with Fannie Mae rating standards. All travel costs are included in the contract price.
The NAICS code is 541350, Building Inspection Services, with a small business size standard of $11.5 million. Key Personnel—Project Manager, Alternate Project Manager, and Supervisory Quality Control Leader—must submit detailed resumes, signed Letters of Commitment, and professional references. Implementation and Evaluation Staff must hold at least a Bachelor of Science degree in engineering, architecture, or a related field plus five years of professional experience. Physical inspectors must meet Fannie Mae education and experience requirements with three years of inspection experience and relevant certifications. All personnel performing work require background investigations completed 2–4 weeks before performance begins.
Evaluation uses a trade-off approach prioritizing Technical/Management (technical approach, experience, and transition/quality assurance) and Past Performance significantly over Price. Past Performance Questionnaires must be submitted directly to the contracting officer (gary.brown3@usda.gov) prior to closing, not by the offeror. Technical proposals are limited to 25 pages. The Government intends to make one award.
