The contractor will provide personnel, supplies, materials, and incidentals necessary to conduct comprehensive rangeland resources data collection on Federal Bureau of Land Management lands in Lassen and Modoc counties, including soil, vegetation, landscape parameters, ecological site information, rangeland health, and conservation practices data. Key requirements include deploying qualified data collection teams with specific educational qualifications (42 semester hours in plant, animal, soil sciences, and natural resources management), utilizing Computer Assisted Survey Instrument software, obtaining landowner permissions, and transmitting data to Iowa State University within specified timeframes. The government will evaluate quotes using a Lowest Price Technically Acceptable approach considering technical factors including personnel qualifications, compliance/capacity, management capability, and past experience. Quotes are due July 23, 2025, at 5:00 PM ET and must be submitted electronically to the contracting officer.

This opportunity is designated as a 100% small business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million, and no incumbent contractor is identified in the documentation. The contract will be structured as a firm-fixed-price agreement with a base period from August 1, 2025, to January 31, 2026, and four one-year option periods extending through January 31, 2030. The 2025 data collection involves approximately 19 inventory segments with a maximum of 38 data collection points on BLM federal lands, with historical data showing 77% successful collection rates and 23% of points deemed inaccessible. Pricing is structured at $38 per federal point for the base year and $48 per point for option years, with additional compensation for training/calibration activities and inaccessible point designations. Data collection activities must occur annually between May 1 and August 15, with performance taking place specifically in northern California's Lassen and Modoc counties.
