About this opportunity
The United States Department of Agriculture (USDA) is conducting a Request for Information (RFI) to gather market research for modernizing its loan management systems across the Farm Production and Conservation (FPAC) and Rural Development (RD) Mission Areas. The agency seeks to replace fragmented, legacy systems with a unified, secure, and scalable platform that leverages commercial solutions to support the full loan lifecycle, including intake, origination, underwriting, servicing, and accounting for direct and guaranteed loans. The modernization effort aims to improve operational efficiency, enhance user experience for both internal staff and borrowers, and ensure compliance with federal regulations while delivering loans to farmers, ranchers, and rural communities more effectively. The procurement will utilize Modular Contracting methods with two phases: a 60-day Proof of Concept (Phase 1) and an optional full implementation and deployment phase (Phase 2). The RFI response deadline is October 6, 2025, and the opportunity falls under NAICS code 513210 (Software Publishers).
This opportunity does not utilize any set-aside designations and is open to all qualified businesses. The current loan systems serve approximately 5,000 concurrent FSA internal users, 3,000 RD internal users, and tens of thousands of borrower users, with the RD mission area managing a loan portfolio valued at $239 billion. The system must handle complex transaction requirements including 26,000 loan obligations annually for FSA and 43,000 loans valued over $23 billion annually for RD, with projected 10-20% annual growth in user base and transaction volume. Critical system availability requirements include 99.5% uptime during business hours and 24/7 availability for borrower payment portals. Phase 1 of any resultant awards will be funded upon award, while Phase 2 optional periods will remain unfunded initially and are subject to government discretion based on Phase 1 results, with the government retaining the right to renegotiate Phase 2 terms.

Phase 1 – Proof of Concept
Phase 1 consists of a short proof of concept effort. Phase 1 may consist of pilots, demonstrations, mock data conversions, integrations, and additional items dependent on agreement between the Government and the Contractor. Phase 1 is expected to last 60 days. Phase 1 is anticipated to be substantial enough to familiarize with product capabilities, but with a lightweight cost model, while Phase 2 will deploy full pricing and technical capability. Prior to the conclusion of Phase 1, the Government will determine if Phase 2 will be funded and exercised.
