About this file

This is a Request for Information (RFI) from the United States Department of Agriculture (USDA) seeking market research on modernizing its loan management systems across the Farm Production and Conservation (FPAC) and Rural Development (RD) Mission Areas. The USDA aims to replace fragmented, legacy loan systems with a unified, secure, and scalable platform that can support the full loan lifecycle, including intake, origination, underwriting, servicing, and accounting for direct and guaranteed loans.

The RFI invites businesses to respond by October 6, 2025, via an online form, with the goal of developing an enterprise-wide loan management capability. The anticipated procurement will use Modular Contracting methods with two phases: a 60-day Proof of Concept (Phase 1) and a full implementation and deployment phase (Phase 2). Phase 1 will be funded, while Phase 2 will be optional and dependent on the results of the initial phase. The NAICS code for this opportunity is 513210, and the ultimate objective is to improve operational efficiency, enhance user experience, and ensure regulatory compliance while delivering loans to farmers, ranchers, and rural communities more effectively.

United States Department of Agriculture

09/30/2025

Request for Information (RFI)/Sources Sought Notice (SSN)

NAICS- 513210

1. Introduction The United States Department of Agriculture (USDA), wishes to conduct a Request for Information (RFI) that will serve as market research on establishing a solicitation for contractor support the USDA loan modernization effort to replace legacy systems with a unified, secure, and scalable platform that leverages commercial solution(s) to improve operational efficiency, enhance user experience, and ensure compliance with federal regulations.

2. Description THIS IS AN RFI/SOURCES SOUGHT NOTICE (SSN) ONLY. This RFI is issued solely for market research information and planning purposes – it neither constitutes a Request for Proposal (RFP) nor a promise by the Government to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever.

Further, USDA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offeror(s) to monitor this site for additional amendments and information pertaining to this requirement.

3. Background The United States Department of Agriculture (USDA) is undertaking a modernization initiative to unify and enhance its loan management systems across the Farm Production and Conservation (FPAC) Mission Area, including the Farm Service Agency (FSA), and the Rural Development (RD) Mission Area. These systems currently support the full loan lifecycle, including intake, origination, underwriting, servicing, and accounting, for a diverse portfolio of direct and guaranteed loans. However, the existing systems are fragmented, outdated, and inefficient, leading to data silos, high maintenance costs, and limited scalability. This modernization effort aims to replace legacy systems with a unified, secure, and scalable platform that leverages commercial solution(s) to improve operational efficiency, enhance user experience, and ensure compliance with federal regulations.

Purpose and Objective(s)

The USDA envisions a cutting-edge, enterprise-wide loan management capability that integrates the full loan lifecycle into a single, reusable, and intuitive platform. It should empower our staff to serve farmers, ranchers, and rural communities more effectively, reduce administrative burden, ensure programming integrity, and provide a transparent, accessible experience for our customers. USDA loan programs are not in the business of delivering technology; as such, the intended outcome is faster, cheaper delivery of loans to American citizens.

It is requested that interested businesses respond to the Request for Information Form provided in this notice in order to demonstrate the ability to perform the requirements described. An overview of this requirement can be found in the attached draft Statement of Objectives (SOO).
