About this file
Appendix 5: Metrics is a document providing detailed performance and usage metrics for a USDA loan modernization project, focusing on Farm Service Agency (FSA) and Rural Development (RD) loan systems. The document outlines current user base and transaction volumes, including approximately 5,000 concurrent FSA internal users, 3,000 RD internal users, and tens of thousands of borrower users, with complex transaction requirements such as 26,000 loan obligations annually and 200,000 collections for 140,000 loans.
The metrics document projects 10-20% annual growth in user base and transaction volume, with critical system availability requirements of 99.5% during business hours and 24/7 availability for certain functions like borrower payment portals. RD's current loan portfolio stands at $239 billion, spanning housing and commercial loans, with an annual loan obligation of approximately 43,000 loans valued over $23 billion. The system modernization is driven by ongoing staffing reductions and the need for scalable, automated solutions to manage long-term loans that can extend up to 40 years.

Appendix 5: Metrics The information in this Appendix is provided as additional context. More in depth information can be provided post award.
· Expected number of users, transactions, or workload
· Users: ~5,000 concurrent FSA internal users; ~3,000 concurrent RD internal users; tens of thousands of borrower users.
· Transactions: Must handle peak periods (e.g., application deadlines) with thousands of complex loan transactions per day. Typical volumes include:
· FSA FLP Direct Loan: 26k obligations per year for loan originations; 200k collections per year for 140k loans
· FSA Farm Program – Conservation Accounting: 522k obligations in 26 minutes; 1.376M transactions in 2 hours 14 minutes
· RD’s current loan portfolio stands at $239B in total unpaid principal, reaching over 1 million active loans. This portfolio is split between housing loans (single family and multifamily housing) and commercial loans (Electric, Water, Community Facilities, Telecom, and Business programs), with $132B in housing assets (55% of the total portfolio) and $107B in commercial assets (45% of the loan portfolio. RD has direct, guaranteed, and intermediary lending functions, obligating approximately 43,000 loans annually, valued at over $23B. However, the volume of transactions and associated workloads can fluctuate significantly due to factors such as appropriation levels, economic conditions, and natural disasters.
· Growth over the next 5 years
· Expect 10-20% annual growth in user base and transaction volume as programs expand and digital adoption increases.
· Critical uptime/availability requirements
· Core system availability of 99.5% during standard business hours (7:00 AM - 7:00 PM ET). Some functions (e.g., borrower payment portal) require 24/7 availability.
· The need for automation within RD continues to grow exponentially. This is driven by on-going staffing reductions and the long-term nature of RD loans, which can extend up to 40 years. As a result, scalable and automated solutions are essential to ensure continued program efficiency and responsiveness.
