About this file

This document is an Appendix detailing USDA Enterprise Systems, providing a comprehensive overview of existing technology infrastructure across loan and grant management platforms. The systems span multiple categories including integration systems (eAuthentication, Financial Management, Pay.gov), legacy loan systems (PLAS, DLS, NATS, GLS), and specialized platforms like LoanServ, AMAS, and GLS. These systems support various USDA rural development loan programs including direct loans, guaranteed loans, multi-family housing, commercial loans, and utility services, with many running on outdated mainframe technologies like COBOL.

The systems collectively manage complex financial processes including loan origination, servicing, accounting, debt restructuring, and payment processing across different program areas. Key technological components include web-based interfaces, mainframe databases, integration platforms like Salesforce (RD Force), and systems supporting functions such as customer applications, loan tracking, payment processing, and regulatory compliance. Many systems currently rely on manual processes and legacy technologies, suggesting the need for modernization - which aligns with the related USDA Loan Modernization pre-solicitation opportunity seeking a unified, secure, and scalable platform to replace these existing systems.

Program Loan Accounting Systems (PLAS) The Program Loan Accounting System (PLAS) was implemented in the late 1970s. PLAS was built on a mainframe platform that utilizes antiquated technologies. The system software is written in COBOL. PLAS tracks and services MFH Preservation and farmer program borrowers, obligations, loans, grants, and payments. The functionality in PLAS includes 120 subsystems. Functionality includes loan servicing, general ledger processing, cash holding area, cash tracking, electronic funds transfer (EFT), cost items, credit reform reporting, Internal Revenue Service (IRS) reporting, etc.

Commercial Loan Servicing System (CLSS) CLSS tracks and services the Rural Development’s Commercial direct loan and grant programs (e.g., electric, telephone, distance learning, broadband, cable television, water and environmental, community facilities) borrowers, obligations, loans, grants, and payments. The system provides a complete program management and financial information system. CLSS is a totally integrated system with seamless interfaces to other Agency systems. Once funds have been advanced, the system bills borrowers; processes payment collections from the borrower; maintains payments, prepayments and delinquent payments; and manages irregular borrower situations, and other various loan servicing actions.

LoanServ LoanServ is the SFHD loan and grant servicing system for recording and managing obligations, disbursements, collections, escrow, and default and risk management. LoanServ is a COTS product, which has been significantly enhanced to accommodate the unique requirements of the Consumer loan programs. The LoanServ system is used to provide loan servicing and support for all rural housing direct loans and grants, including delinquency servicing and risk management. LoanServ also provides the interfaces to taxing authorities; insurance providers; credit bureaus; U.S. Department of Treasury for the Treasury Offset Program, Cross Servicing, and Do Not Pay (CAIVRS); and other entities which assist in providing a secure and robust loan servicing system. LoanServ also interfaces with the Defense Logistics Agency Transaction Services Electronic Data Interchange (DLATS EDI), which allows the Servicing Office (SO) to receive bankruptcy notices electronically, and Call Pegging (CallPeg), which provides the SO staff with a tool to capture reasons customers call into the Call Center. Applications for SFHD are originated through the UniFi Loan Origination System, which uses Progress software and database.

Automated Multifamily Accounting System (AMAS) AMAS is an online transaction entry and inquiry financial and accounting system accessed by over 270 field offices, National Office, Chief Financial Officer (CFO), and Servicing Office staff. It is a loan and grant origination system that provides tracking and servicing capabilities for MFH loans and grants.

The system records and manages obligations, disbursements, collections and servicing data for multi-family housing loans. AMAS resides on the mainframe located at the USDA Digital Infrastructure Services Center (DISC). AMAS system software was written in COBOL and is an IDMS database.

Enterprise Cash Management System (ECMS) ECMS is the web view of the ECMS database which currently holds all the loan level accounting data (FY’s appropriation codes, type of assistance codes, cohorts, Treasury Account Symbols (TAS), etc) all necessary to derive the component TAS and Business Event Type Code (BETC) required by Treasury.

Guaranteed Loan System (GLS) GLS records and manages obligations, servicing, and loss claims for all RD and FSA Guaranteed loans. The system monitors lender performance and completion of origination and servicing transactions, such as commitment, losses, and termination. It is divided into eight modules that include Farm Service Agency Guaranteed (FSAG), Guaranteed Annual Fees (GAF), Guaranteed Core (GuarCore), Guaranteed Loan (GuarLoan), Guaranteed Underwriting System (GUS2), Intermediary Relending Program (IRP), Multi Family Guaranteed Housing (MFGH), and Single-Family Housing (SFH Loss). GLS resides on the mainframe located at the USDA Digital Infrastructure Services Center (DISC). GLS modules use a combination of Windows & Linux infrastructure, Apache, JBoss or Tomcat and DB2 database.

Lender Interactive Network Connection (LINC) Accessible by Guaranteed Loan Program participating RD, Intermediary, and FSA private industry lenders, LINC houses GLS systems for accessing/inputting information for: Loan/Default Status Reporting, Annual Fees, Mortgage Recovery Advance, Loss Claim, Loan Underwriting, Loan Closing/Administration, Application Authorization, Intermediary Relending Program. The data collected is integrated with GLS.

Tabular Data Warehouse (TDW) – on prem Oracle Server Database The TDW database is on a Solaris server and the Software is Oracle. It is hosted on a Linux server and the software is Informatica PowerCenter.

Commercial Program Application Processing (CPAP) CPAP is an application used by RUS program to process Water and Waste loan and grant applications.

RD Apply RDApply is an application intake system that allows an applicant to apply for loans and grants for Rural Utilities Services (RUS) Programs. With RDApply, applicants can create an application, upload attachments, sign certifications, and draw service areas, to name a few features.

Program Funds Control System (PFCS) Financial management system designed to consolidate and reengineer the funding controls for multiple loan programs at FSA and RD.
