About this opportunity
This Special Notice is a BPA Call Order Amendment issued by the USDA Forest Service for reforestation stocking surveys on the Lolo National Forest in Montana. The notice invites qualified contractors to conduct field surveys to assess tree regeneration across multiple planted and naturally regenerated stands located in Missoula and Powell Counties. This is a single-award call order restricted to current holders of the Land Management Integrated Resources (LMIR) Blanket Purchase Agreement who have stocking survey experience. The opportunity is designated as a total small business set-aside, meaning only small businesses can compete for this work. The notice was posted on March 4, 2026, with Amendment 1 issued on March 10, 2026, correcting survey plot quantities in one of the optional units.
The primary objective is to evaluate stocking density, distribution, species composition, and health of forest regeneration across three mandatory blocks comprising 1,036 survey plots and two optional units totaling 295 additional plots spanning 2,138 total acres. Contractors must complete all work by November 1, 2026, and commence operations within seven calendar days of receiving the notice to proceed, with a mandatory post-award conference required within ten days of award. To be eligible, contractors must already hold an active LMIR BPA contract that includes stocking survey capabilities within the specified geographic area; firms without existing LMIR BPA agreements may contact the LMIR BPA Team to join the continuous pre-solicitation program. The contract requires submission of unit pricing and a technical capability statement addressing timeline, personnel, deliverables, and relevant experience in data collection and stocking surveys, with award made to the lowest-priced responsive bidder meeting technical requirements. Payment is performance-based, with full compensation provided for work meeting or exceeding 90 percent quality standards, reduced payments for work between 80–89 percent quality, and rework required for work falling below 80 percent quality.
