About this opportunity

The Department of Agriculture Forest Service seeks mowing and grounds maintenance services at the George Washington & Jefferson National Forest Lee Ranger District in Edinburg, Virginia, with proposals due July 9 and questions due July 8. The procurement is a Total Small Business set-aside under NAICS 561730 (Landscaping Services).

Place of performance is the Lee Ranger District Administrative Site at 102 Koontz Street, Edinburg, Virginia. The contractor must mow and trim approximately 4 acres of grounds every other week—estimated at 12 mowings annually—from mid-April through late October. Work scope includes grounds around nine buildings, three parking areas, roadways, walkways, exterior and interior fencing, and a dumpster. Contractor shall provide all labor, tools, equipment, fuel, supervision, transportation, materials, and supplies. Vegetation must be cut to a maximum height of three inches with no uncut strips remaining; mowing equipment must prevent turf tearing on turns and is prohibited when ground conditions would cause wheel rutting. All cut grass must be removed from roads, sidewalks, parking areas, and other public areas. The contractor assumes full responsibility for any damage to existing structures and facilities, which must be repaired or replaced at contractor expense. Work is limited to five working days per week (Monday–Friday) with a minimum 10-day interval between mowings. A job site foreman is required as key personnel.

The base period runs July 10, 2026 through April 14, 2027, with four optional one-year renewal periods extending through April 14, 2031. The contract is firm-fixed-price and will be awarded using Lowest Price Technically Acceptable evaluation, weighing price and performance relevancy questionnaire responses. Service Contract Labor Standards apply; prevailing wage rates apply to Madison, Page, and Shenandoah County, Virginia. Vendors must hold an active SAM.gov account, provide their UEI, and submit complete SF1449 forms, a Schedule of Items, and Exhibit A (Performance Relevancy Questionnaire).
