About this file
This is a Statement of Work (SOW) for ground maintenance services at the Lee Ranger District Administrative Site of the George Washington & Jefferson National Forest.
The contractor shall provide all labor, tools, equipment, fuel, supervision, transportation, materials, and supplies necessary to mow and trim approximately 4 acres of grounds every other week (estimated 12 mowings) from late April through mid-October 2026, with four optional one-year renewal periods. The site located at 102 Koontz Street, Edinburg, VA includes 9 buildings, 3 parking areas, roadways, walkways, exterior chain-link fence, interior split rail fence, and a dumpster. Mowing requirements specify vegetation be cut to a maximum height of three inches with no strips of uncut vegetation remaining, and mowing equipment must prevent turf tearing on turns and is prohibited when ground conditions would cause wheel rutting. Trimming must be performed around all structures, signs, fence posts, trees, shrubs, culverts, and other objects, with work completed area-by-area before moving to the next location. The contractor must remove all cut grass from roads, sidewalks, paths, parking areas, and camping units, and is fully responsible for any damage to existing structures, equipment, or facilities, which must be repaired or replaced at the contractor's expense. Work is limited to five working days per week (Monday-Friday) with a minimum 10-day interval between mowings, and changes due to weather or federal holidays require advance approval from the Forest Service Contracting Officer's Representative. Government access to grounds is provided Monday-Friday from 0800 to 1630 hours, with restricted access on weekends and federal holidays. A job site foreman is required as key personnel to coordinate scheduling and communicate with the Contracting Officer's Representative.
