About this opportunity

The USDA Forest Service seeks archaeological evaluation and documentation of 25 cultural sites along Sand Creek Road in McKenzie County, North Dakota, with quotes due October 27, 2026. This is a total small business set-aside under FAR Part 12, foreclosing competition outside that pool.

Place of performance is Watford City, North Dakota. The procurement requires Phase One shovel testing to determine the presence or absence of buried cultural material at prehistoric and historic sites (cairns, stone circles, stone features, artifact scatters) within a 50-foot right-of-way along approximately 6 miles of road. Shovel tests must be a minimum of 30 centimeters in diameter, excavated to bedrock, with no testing within 5 meters of cairns or within 2 meters of stone circles. All cultural material except fire-cracked rock must be collected and curated at the North Dakota Heritage Center. The contractor must hold an annual Archaeological Resource Protection Act permit and meet qualifications under 36 CFR Part 61 prior to commencing work.

Deliverables include a Class III Cultural Resource Report meeting North Dakota State Historic Preservation Office guidelines, with a brief findings summary due March 15, 2027, 100-percent draft by May 15, 2027, and final report by June 30, 2027. Field work must be completed by December 15, 2026. The NAICS code is 541620 (Environmental Consulting Services) with a $19 million small business size standard. Service Contract Labor Standards apply; wage determination covers Environmental Technician at $24.26 per hour plus $5.09 in fringe benefits. Evaluation prioritizes technical approach, then fair and reasonable pricing and acceptable or neutral past performance. A firm-fixed-price purchase order with a single award is anticipated. Questions are due October 15, 2026. Amendment 0003, effective October 21, 2026, updated the Performance Work Statement; acknowledgement of amendments is required with quote submission.
