About this opportunity

The USDA Forest Service is seeking a comprehensive medical and security assistance support services contractor for international travelers, covering approximately 900 annual international trips and up to 5 long-term overseas assignees. The Sources Sought notice is part of market research to identify qualified contractors capable of providing 24/7 medical and security emergency assistance, including medical and political evacuations, real-time travel information, emergency contact cards, and integrated web/mobile platforms. The evaluation criteria will focus heavily on technical capabilities, with key assessment areas including medical support services, security services, information systems, and past performance. Interested parties must submit a 5-page capabilities statement to Jessica.bane@usda.gov by December 18, 2024 at 1600ET, including company details such as CAGE code, SAM UEI, business size, and point of contact information. The evaluation will use adjectival ratings from Exceptional to Unsatisfactory and will require a program manager with a minimum of 5 years of international medical and evacuation services experience.

The contract opportunity does not have a specific small business set-aside and will be open to all qualified vendors in the Emergency and Other Relief Services NAICS category. The contract will span five years, with a base period from July 2025 to July 2026 and four one-year option periods through July 2030. While specific award values are not explicitly stated, the government reserves the right to increase the contract's maximum value by 20%. The contractor must provide automated enrollment systems integrated with the government's ETS2 and Salesforce platforms, demonstrating technical sophistication and compatibility with existing infrastructure. Services will cover USFS employees, volunteers, and invitational travelers, with comprehensive requirements including air ambulance services, translation services, medication dispatch, security evacuation coordination, and detailed monthly reporting on system functionality and auto-enrollment verification.
