About this opportunity
The United States Coast Guard, under the Department of Homeland Security, is soliciting for the offload and disposal of oily waste from the USCGC Polar Star. The procurement involves the removal and proper disposal of approximately 8,000 gallons of sludge and waste oil from two voids using specialized equipment, including a 550-foot-long hose with 2.5-inch camlock fittings and a minimum boom length of 550 feet for environmental protection during offloading. The service must be performed on November 7th, 2025, between 0700 and 1700 hours, with the Coast Guard requesting that contractors provide at least two trucks if necessary to prevent delays and ensure timely completion of the offloading operation. The solicitation emphasizes the technical requirements for equipment compatibility and environmental safety measures but does not specify formal evaluation criteria beyond meeting the stated operational parameters. The original due date for proposals was October 25th, 2025, and interested vendors should direct technical inquiries to Luc Bay at Luc.F.Bay@uscg.mil or contracting inquiries to Kelvin Gerena at Kelvin.D.Gerena@uscg.mil.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities as defined by the Small Business Administration. The contract is classified under NAICS Category 56211 (Waste Collection) and PSC Category 9150 (Oils and Greases: Cutting, Lubricating, and Hydraulic), reflecting the nature of the services required. The solicitation does not provide a specific contract award value or budget range, though the scope is limited to the offload and disposal of the stated 8,000 gallons of waste material. The service will be performed at USCG Base Seattle, Pier 46F in Seattle, Washington 98134, with the performance window limited to a single day in November 2025. Additionally, the solicitation includes a provision that funds are not currently available, meaning the Government's obligation is contingent upon the availability of appropriated funds, and contractors will not receive payment authorization until the Contracting Officer provides written notice of fund availability.
