About this opportunity

The United States Coast Guard is seeking qualified contractors to perform dockside repairs on the USCGC ANVIL (WLIC 75301), a 75-foot tender, and its associated USCG 68A Barge (68013) during fiscal year 2026. The work encompasses 35 discrete line items including fire prevention measures, tank cleaning and inspection, commercial cleaning of exhaust piping systems, hull fitting inspections, piping repairs and renewals across multiple systems, watertight door and scuttle renewal, spud and crossdeck winch service, water mist fire protection system retrofit installation, and lead-based paint and asbestos abatement up to 300 square feet. Evaluation will be based on three criteria with technical capability weighted as most important, followed by past performance, and price as least important. Offerors must submit pricing per the provided schedule, a planning document demonstrating work sequencing and critical path analysis, a narrative of no more than ten pages addressing technical capabilities and risk mitigation, and past performance information on one to three similar contracts completed within the past three years. The deadline for submitting clarification questions is February 25, 2026, at 4:00 PM EST, quotations are due March 13, 2026, at 4:00 PM Eastern Time (extended from the original March 6 deadline via Amendment A0002), and award is anticipated on or by March 23, 2026.

This solicitation is designated as a total small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a small business size standard of 1,300 employees. No incumbent contractor or award value is specified in the available documentation. Performance is scheduled to begin on or about April 21, 2026, and conclude on or about June 2, 2026, with an estimated duration of approximately six weeks including five laydays. The work will be performed at the vessel's homeport in Charleston, South Carolina (196 Tradd Street, Charleston, SC 29401), and the facility must be accessible by navigable waterway with a minimum water depth of 18 feet and minimum vertical clearance of 100 feet. Quotations must remain valid for 45 days following submission, and contractors are responsible for determining and providing all necessary materials, equipment, personnel, and temporary services required to complete the work in accordance with Coast Guard specifications and applicable standards including OSHA shipyard employment requirements and environmental protection compliance per BASE CHARLESTON INSTRUCTION 11000.1.
