About this opportunity

The U.S. Coast Guard (USCG) Sector Western Alaska and U.S. Arctic is seeking a single-award, 5-year Blanket Purchase Agreement (BPA) for transportation support to Western Alaska Villages. The solicitation, issued as a Request for Quotation (RFQ), requires a contractor to provide transportation services using aircraft or watercraft to support Coast Guard personnel and equipment inspections in approximately 20 remote villages. Contractors must demonstrate capability to perform services outlined in the Statement of Work, meet specified schedules without delays, possess required licenses and certifications, and provide proof of insurance. The evaluation criteria will use a best value approach, with technical capabilities weighted more heavily than price. Key dates include a deadline for questions on April 25, 2025, and quotes due by May 19, 2025, at 1:00 p.m. Alaska time.

The contract opportunity has no specific set-aside designation and will be competed on a full and open basis. The place of performance is Bethel, Alaska, with transportation services to various western Alaska villages. While specific incumbent contractors are not mentioned, the BPA will cover transportation services for up to four personnel per trip, utilizing either fixed-wing or rotary aircraft or watercraft. The initial performance period spans from July 2025 to June 2029, with potential trips including dates in July and August 2025. Although a precise award value is not specified, the pricing attachment indicates a not-to-exceed limit of $30,000 per service period, with labor rates to be negotiated. The contract falls under NAICS code 488190 for Other Support Activities for Air Transportation, and contractors will be responsible for round-trip services and on-site village support.
