About this file

This document is an Amendment of Solicitation for a U.S. Coast Guard (USCG) transportation support contract for Western Alaska Villages. The amendment extends the solicitation's due date to May 23, 2025, at 1:00 p.m. Alaska time, and includes a questions and responses table addressing two key vendor inquiries. The first question confirms vendors can submit a proposal for either aircraft or watercraft transportation, and the second clarifies the materials to be transported, which include safety gear, inspection equipment, medical supplies, and communications equipment (primarily in backpacks and a large pelican case under 75 lbs).

The solicitation is for a single-award, 5-year Blanket Purchase Agreement (BPA) using full and open competition, with a best value evaluation method where technical capability is weighted more heavily than price. Vendors must demonstrate service performance capability, adherence to specified schedules, required licenses/certifications, and proof of insurance. Quotes are to be submitted directly to specified USCG contacts, with two vendor points of contact required. The contract falls under NAICS code 488190 and is being issued as a Request for Quotation (RFQ) for commercial items.

Question or Comment Number Question/Comment USCG Response

Acceptance for vendor to submit a proposal for only one mode of transportation either aircraft or watercraft or if vendors are expected to provide both as a part of their offer?

Either aircraft or watercraft is acceptable. Vendor does not need to provide both modes of transportation.

What is the expected nature of material being transported via watercraft?

Safety gear, survival gear, items needed to complete inspections (such as inspection forms, reference books, clipboards, etc), comms equipment. Gear will primarily be transported in inspector's backpacks. Additionally a larger backpack containing medical equipment will accompany the inspectors, and potentially a large pelican case weighing <75 lbs containing communications equipment.
