The contract covers nine HVAC units distributed across the 5th and 8th floors, including two large Liebert/CRAC units, five ceiling units (York and Rheem models), and two mini-split systems across command center, server room, security office, and SCIF conference room locations. The vendor must provide 12 monthly preventative maintenance visits plus four emergency/service visits annually, supply all MERV 11 filters and consumables, respond to emergency calls within 12 hours, and serve as first responder for after-hours and weekend calls at no additional cost. Emergency repairs are capped at $2,000 per incident without Contracting Officer approval. Refrigerant is billed separately; repairs beyond preventive maintenance are billed separately on time-and-materials basis.

The contract is firm fixed-price with a base year (August 1, 2026 – July 31, 2027) and two one-year option periods. The applicable NAICS code is 811310 with a small business size standard of $12.5 million; PSC is J041. Service Contract Act wage determination 2015-4543, Revision 35 (effective May 14, 2026) applies.
