About this opportunity

The U.S. Coast Guard seeks installation of a comprehensive Access Control System and Video Surveillance System at USCG District Southwest on Coast Guard Island, Alameda, with proposals due September 23, 2026. This is a total small business set-aside with NAICS 561621 and PSC N063.

Place of performance is Coast Guard Island, Alameda, California. The contractor shall provide all labor, materials, and non-government-furnished equipment to install CAC readers, electronic door hardware, security cameras, and related infrastructure across nine facilities. The government will furnish ten AXIS A1610 Network Door Controllers, eleven AXIS Camera Station V5.0 licenses, Signo PIV readers and cards, maglocks, request-to-exit sensors, and illuminated pushbuttons.

Installation spans approximately 13 weeks across five phases: engineering and design approval (weeks 1–3), ACS installation (weeks 4–8), VSS installation (weeks 6–10), network integration and validation (weeks 11–12), and system testing and handover (week 13). Work occurs between 0700–1700, Monday through Friday, excluding Federal Holidays. Installation in classified workspaces (Buildings 50-7, 50-5, and 51-4) is restricted to standard duty hours with Coast Guard member escort; no security clearances are required.

All work must comply with USCG regulations, Red/Black separation rules, NDAA compliance for cameras, and FAR 52.204-25 prohibitions on equipment from Huawei, ZTE, Hytera, Hikvision, or Dahua. All contractor personnel require background checks submitted 14 days before project start and base access requests submitted 72 hours in advance with Real ID-compliant identification.

Following formal government acceptance, the contractor shall provide one year of base-period maintenance and monitoring with four optional one-year renewal periods. The contract includes 24/7/365 corrective maintenance response with strict Service Level Agreements: Priority 1 (critical outages) requires 15-minute hotline acknowledgment and 4-hour resolution. Wage determination 2015-5623 applies to labor pricing. An organized site visit is scheduled for September 16, 2026 at 1000 AM PDT; completed Base Access Forms are due by September 15 at 1200 PM PDT. This is a combined synopsis solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This solicitation is being issued as a request for quote. The solicitation number is 71111PR260059862. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. This requirement is a small business set aside.

Requirement: The contractor shall provide all necessary labor, materials, and equipment to install a comprehensive Access Control System (ACS) and Video Surveillance System (VSS) at select locations for U.S. Coast Guard (USCG) District Southwest on Coast Guard Island, Alameda, CA.

Offers shall be submitted on company letterhead; a Standard Form 1449 (SF1449) is not used for this requirement.

Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually.

Interested offerors must provide a technical approach demonstrating their plan to perform the required services. The technical approach shall address the tasks in the SOW.

Interested offerors must submit pricing for CLINs 0001 and 0002. Pricing for option periods shall be submitted in the same format as the pricing for the base period.

Offers must be valid for at least 30 days. All offerors must have an active registration in SAM.gov at the time of offer submission.

The government intends to make a single award to a responsible vendor that provides an offer evaluated as technically acceptable at the offered lowest price. The technical approach shall be evaluated to ensure the approach addresses the required tasks in the Statement of Work. Price shall be evaluated in accordance with techniques listed in FAR part 15.404. Pricing for option periods shall be evaluated to ensure they are fair, reasonable, and balanced. The government shall also evaluate an extension of the contract under the authority of FAR clause 52.217-8 by adding ½ of the price for the final option period to the sum of pricing for the base period and all option periods. This price shall be for evaluation purposes only and does not obligate the government to extend the contract under this authority.
