This is a Questions and Answers document for the CGD-SW ESS (Coast Guard District Southwest Electronic Security System) Upgrade, a federal security system installation and monitoring contract. The contract encompasses access control systems (ACS), video surveillance systems (VSS), and related infrastructure across ten buildings at Coast Guard Island.
The contract includes four performance phases: Engineering & Schematics Design (Phase 1), Installation (Phase 2), Operational Testing (Phase 3), and Network Integration (Phase 4), with a base performance period beginning September 25, 2026 (adjusted at time of award), followed by option periods. Key deliverables include installation of 14 fail-open door locks (with 5 contractor-furnished and 9 government-furnished equipment reused), door position switches, request-to-exit devices, CAC readers (standard and number-pad), AXIS A1610 Network Door Controllers, and new cameras meeting NDAA compliance with 1080p resolution, 15 FPS frame rate, NEMA 4X/IK10 housing, and infrared capabilities. Installation in classified workspaces (Buildings 50-7, 50-5, and 51-4) is restricted to standard duty hours (0700-1600) with Coast Guard member escort; no security clearances are required. Post-installation monitoring includes 24/7 system health monitoring, maintenance, and anomaly detection with strict Service Level Agreements (Priority 1 Critical outages requiring 15-minute acknowledgment and 4-hour on-site resolution). Corrective maintenance is fixed-price with unlimited parts and labor for contractor-furnished equipment only. The contract utilizes existing government-furnished equipment (10 AXIS A1610 Door Controllers, 11 AXIS V5.0 licenses, Signo PIV readers, maglocks, REX sensors, and pushbuttons) and integrates with existing systems at Base Alameda. No limitations on subcontracting apply. Wage determination 2015-5623 (current revision) applies to labor pricing. The solicitation had a question deadline of September 18, 2026, with attendance at the September 16 site visit optional for both prime contractors and subcontractors.
