All work must comply with USCG regulations, industry standards, Red/Black separation rules, NDAA compliance for cameras, and FAR 52.204-25 prohibitions on equipment from Huawei, ZTE, Hytera, Hikvision, or Dahua. Installation locations include nine buildings with specific requirements for CAC scanners, fail-open door locks, cameras, and monitors at designated ingress/egress points and classified workspaces.
Following formal government acceptance, the contractor shall provide one year of base-period maintenance and monitoring services with four optional one-year renewal periods. Post-installation services include quarterly preventive maintenance (physical inspections, software/firmware updates, diagnostics, and configuration backups), 24/7 corrective maintenance response, and ongoing lifecycle monitoring with 90-day advance notification of end-of-life or end-of-support components. The contractor must establish a dedicated 24/7/365 emergency hotline with strict Service Level Agreements: Priority 1 (critical system outages) requires 15-minute hotline acknowledgment and 4-hour resolution; Priority 2 (degraded performance) requires 1-hour acknowledgment and 24-hour resolution; Priority 3 (minor issues) requires 4-business-hour acknowledgment and 5-business-day resolution. Work shall occur between 0700–1700, Monday through Friday, excluding Federal Holidays, with system testing after 1600 hours. All contractor personnel require background checks submitted 14 days prior to project start and base access requests submitted 72 hours in advance with Real ID-compliant identification. Final government acceptance and payment are contingent upon completion of all SOW tasks, full site restoration, and correction of any deficiencies identified during final inspection.

Statement of Work (SOW)
For District Southwest CAC Reader & Camera System Installation U.S. Coast Guard Island, Alameda, CA
1.0 Introduction and Background
This Statement of Work (SOW) defines the requirements for a contractor to provide all necessary labor, materials, and equipment to install a comprehensive Access Control System (ACS) and Video Surveillance System (VSS) at select locations for U.S. Coast Guard (USCG) District Southwest on Coast Guard Island, Alameda, CA.
The government will provide key components for this project as Government Furnished Equipment (GFE), which the contractor shall be responsible for installing and integrating.
The contractor is responsible for providing all other non-GFE components required to ensure a complete and fully functional system.
In addition to the physical installation, the contractor shall provide system monitoring and maintenance services for an initial one-year base period with four (4) subsequent one-year option periods. All work shall be performed in strict accordance with the details of this SOW, applicable industry standards, and all USCG regulations.
2.0 Objective
The primary objective is to upgrade the District Southwest oƯices and Classified Workspaces (CWS) with Common Access Card (CAC) readers and to install additional security cameras. This contract has two major components:
1. The initial installation of CAC-enabled readers and security cameras.
2. The provisioning of ongoing system monitoring services.
3.0 Scope of Work
The contractor shall perform the following tasks:
3.1 Site Survey and Design
Conduct a comprehensive site walkthrough to verify all conditions.
Develop and submit detailed drawings, wiring diagrams, configuration settings, and blueprints for government approval prior to installation.
Coordinate all work and scheduling with the USCG Contracting OƯicer’s Representative (COR) or designated Point of Contact (POC).
3.2 Government Furnished Equipment (GFE) Inventory
The contractor shall conduct a full inventory and inspection of all GFE prior to installation. A complete list of GFE is provided in Section 4.0.
3.3 Access Control Installation
Perform an initial assessment of the existing access control system and provide a report of findings and a detailed installation plan to the COR as a formal submittal.
Provide and install all necessary hardware to complete the installation of specified CAC readers, electronic door hardware (maglocks, strikes), request-to-exit devices, and local controllers. All new hardware must be compatible with existing systems.
Ensure all doors remain accessible by mechanical key as a fail-safe mechanism.
Run all necessary wiring and conduit, coordinating with the USCG POC for routing and for placement of any wall penetrations. All new building penetrations require prior written approval from the Coast Guard.
Weatherproof all exterior runs, conduit, and penetrations per industry best practices.
3.4 Video Surveillance Installation
Install National Defense Authorization Act (NDAA) compliant IP security cameras at all designated ingress/egress points. Cameras must provide suƯicient resolution to positively identify individuals at each access control point.
3.5 Cabling and Infrastructure
Provide and route all necessary structured cabling (e.g., CAT6, specialized twisted pair) through appropriate conduit to prevent wear and unauthorized tampering.
Adhere to Red/Black separation rules where applicable to the facility.
3.6 System Integration and Testing
Terminate all wiring securely and provision required software licenses (camera channels and reader ports) on the enterprise servers.
Conduct end-to-end performance verification testing to ensure the ACS triggers the appropriate door relays and video call-ups upon a valid card swipe.
All system tests that may impact operations must be coordinated with the COR and shall be conducted after 1600 hours to minimize disruption.
3.7 System Monitoring & Maintenance Requirements & Contractor Responsibilities
The contractor shall be fully responsible for the following execution and compliance parameters:
Period of Performance: Provide a one-year (12-month) base period of continuous monitoring and maintenance services beginning immediately upon formal government acceptance of the physical installation.
Contract Options: Support up to four (4) subsequent one-year option periods, to be exercised solely at the government's discretion.
Resource Provisioning: Furnish all personnel, software, equipment, and facilities required to perform operational oversight, anomaly detection, and reporting.
Standards & Compliance: Execute all installation, monitoring, and maintenance activities in strict accordance with this SOW, applicable industry standards, and all USCG regulations (including physical and cybersecurity mandates).

5.0 Detailed Installation Requirements

6.0 Network and Administration
6.1 Integration: The ACS/VSS must securely tie into the isolated Base “Services LAN” utilizing dedicated VLANs as directed by USCG C5I personnel.
6.2 Validation: The contractor must test, confirm, and document all packet routing profiles before project handover. While Base C5I retains backstop administrative access, the contractor's SLA and warranty obligations remain fully in eƯect. The contractor shall not be penalized under SLA metrics for system outages demonstrably caused by unauthorized government configuration changes.
7.0 Submittals and Compliance
The contractor shall submit the following for government approval before commencing installation:
7.1 Installation Approvals: Drilling, wiring, and installation schematics shall be submitted to the COR. The government will have between five (5) business days and ten (10) business days for review. No physical work may commence until formal written approval is granted.
7.2 Prohibited Equipment (Section 889): In accordance with FAR 52.204-25, no equipment, systems, or services shall contain components produced by Huawei, ZTE, Hytera, Hikvision, or Dahua, or their aƯiliates.
7.3 Network and Personnel Security: All network integration must comply with USCG C5I security protocols. Personnel requiring recurring access must comply with HSAR 3052.204-71, Contractor Employee Access.
7.4 Sustainment & Service Level Agreements (SLA): The contractor shall provide a 24/7 emergency contact and adhere to all defined SLAs.
7.5 Site Restoration & Firestopping: The contractor is responsible for field-verifying site conditions. Any new penetrations must be properly fire-stopped, and all altered surfaces (e.g., patching, painting) must be restored to their original condition upon completion.
8.0 Period of Performance

8.1 Post-Installation Sustainment & Service Structure
Following the successful completion of Phase 5 and formal government acceptance, the contractor shall transition to providing comprehensive post-installation maintenance and monitoring services.
8.2 Scope of Post-Installation Maintenance
To maintain system integrity, operational readiness, and compliance with USCG regulations throughout the Base and Option periods, the Contractor shall execute the following services:

Quarterly Conduct physical inspections of all installed ACS and VSS hardware. Perform software/firmware updates, security patching, and vulnerability remediation in compliance with USCG cybersecurity standards. Run system diagnostics and backup configurations.

As-Needed (24/7)
Provide rapid-response troubleshooting, repair, or replacement of faulty or degraded system components. Supply all necessary replacement parts, materials, tools, and labor at no additional cost to the Government.
Lifecycle Management
Ongoing Monitor hardware/software lifecycles. Provide written notification to the COR at least 90 days prior to any component reaching End-of-Life (EOL) or End-of-Support (EOS), along with a recommended mitigation plan.
8.4 24/7 Emergency Support & Response SLAs
The contractor shall establish and maintain a dedicated 24/7/365 Emergency Service Hotline (telephone and email) to receive and log system outage notifications. The contractor must adhere to the following strict response and resolution Service Level Agreements (SLAs):

9.0 Site Management
9.1 Laydown and Material Storage: The USCG POC will coordinate an appropriate storage space for equipment. The contractor is responsible for securing this space and its contents and shall keep the area tidy at all times.
10.0 Personnel Security and Base Access
10.1 Background Checks: All contractor personnel must pass a background check.
The contractor shall submit required personnel information to the COR fourteen (14) days prior to project start.
10.2 Access Request: For base access, the contractor must submit the name and birthdate for each employee via the approved form at least 72 hours before their first day.
10.3 Identification: A Real ID-compliant driver's license or other federally approved identification is required for base access.
10.4 Vehicle Requirements: All vehicles must have valid registration and insurance.
Vehicles must stay on marked, paved roads unless written approval is granted by the COR. The Contractor is liable for repairing any damage caused by improper vehicle operation.
10.5 Conduct: Personnel shall adhere to all base regulations. Contractor employees must wear company-identifying clothing/badging, and vehicles must display company decals.
11.0 Work Hours
Work shall be performed between 0700 and 1700, Monday through Friday, excluding Federal Holidays, unless otherwise approved in writing by the COR. System testing that may impact operations shall be conducted after 1600 as noted in Section 3.6.
12.0 Safety and Environmental Protection
All operations must comply with the USCG Safety and Environmental Health Manual, COMDTINST M5100.47 (series). The contractor is responsible for proper handling and disposal of any hazardous materials and for immediate reporting and containment of any spills.
13.0 Government Furnished Property and Services
The government may furnish potable water and electrical power at no cost. The contractor shall provide and use ground fault circuit interrupter (GFCI) devices when connecting to government power sources.
14.0 Final Inspection and Acceptance
Final acceptance will be granted by the COR after a final inspection confirms that all tasks in this SOW are complete, the installation meets all standards, and the site has been fully restored. Final payment will not be released until all deficient items identified during the inspection have been corrected.
