About this opportunity
The U.S. Coast Guard seeks monthly and annual elevator inspection and maintenance services at USCG Base Portsmouth in Portsmouth, Virginia, with proposals due September 22, 2026. The procurement is a Women-Owned Small Business set-aside at 100%, foreclosing competition outside that category.
Place of performance is USCG Base Portsmouth, 4000 Coast Guard Boulevard, Portsmouth, Virginia 23703. The contract covers two elevators: one US Elevator Ascension 2000 model at the C5ISC building and one Dover Elevator Oildraulic DMC-1 model at the UPH (Barracks) building. Monthly inspections require 20 specified tasks including operational checks, hydraulic system maintenance, motor and control relay inspection, rail oiler servicing, and roller and track adjustment. Annual inspections incorporate all 20 monthly tasks plus third-party certified inspection and load weight testing. All annual certified third-party inspections must be witnessed by a separately licensed elevator inspector in accordance with VA Maintenance Code 606.1 and ASME A17.1 Section 8.11.1.1.2(b), establishing separation between the preventive maintenance contractor and the independent inspection entity. The contractor must provide 24/7 emergency repair response with a $1,000 annual allowance for troubleshooting and diagnostics; corrective repairs require separate authorization and procurement. A designated project manager must coordinate all work and remain available for dispatch. Monthly inspection reports are due within two working days of completion; findings for repairs are due within five days.
The period of performance is Base Year September 25, 2026, through September 24, 2027, with four option years of identical duration. Total contract value is $5,000 (five years at $1,000 annually), with a not-to-exceed travel allowance of $1,000 per year. The NAICS code is 541350, Building Inspection Services; PSC code is H330, Inspection—Mechanical Power Transmission Equipment. Evaluation criteria are technical capability and price. Service Contract Act wage determinations apply. Amendments 0001 and 0002, issued September 14, clarify third-party inspection requirements and answer contractor questions. A site visit is scheduled for September 16, 2026, at 10:00 AM Eastern Time; contact Frank Burton or DC1 Pena for base access coordination.
