About this file

This document is an Amendment 0001 Attachment Page containing Questions and Answers that clarify requirements for a USCG elevator maintenance and inspection contract.

The contract requires elevator preventive maintenance services including monthly inspections, annual certified third-party elevator inspections with code checks and load weight testing, and emergency dispatch/diagnostic troubleshooting capped at $1,000.00 annually. The $1,000.00 Not-To-Exceed allowance for travel, mobilization, and diagnostic labor applies individually to each year of performance (Base Year and four Option Years) as reflected in the provided pricing schedule. Physical repairs are strictly prohibited under this maintenance contract and must be funded through separate procurement actions. A Dedicated Project Manager must be designated to coordinate all Statement of Work activities and remain available for COR coordination and dispatch. Monthly inspection reports must be submitted within two working days of visit completion to QAE René Peña, while findings for needed/recommended repairs must be emailed within five days. The annual certified third-party elevator inspection company must be licensed and certified in Virginia; however, if the prime contractor is licensed and certified to perform this work, a separate third-party contractor is not required. Offerors must ensure their quotes comply with applicable Service Contract Act labor categories and wage determinations. Each monthly inspection line item covers the location and services as detailed in the Statement of Work.

AMENDMENT 0001 ATTACHMENT PAGE

1. QUESTION: SOW Section 3, Repairs/Troubleshooting Item 1 specifies an estimated annual allowance of $1,000.00 for travel, mobilization, and diagnostic labor. However, Attachment II

(Price Schedule) explicitly lists the $1,000.00 Not-To-Exceed (NTE) line item under Option Year

Four. Could the Contracting Officer confirm whether the $1,000.00 NTE troubleshooting allowance applies individually to the Base Year and each of the four Option Years, and whether Attachment II will be updated accordingly?

ANSWER: This allowance is applied throughout each year of performance correctly on the pricing sheet. Quoters are to utilize the price schedule provided.

2. QUESTION: FAR 52.212-1 Addendum requires offerors to designate a Dedicated Project Manager in accordance with SOW Section 2.0. Could the Government clarify if the Dedicated Project

Manager may perform administrative oversight, dispatch, and COR coordination off-site, or if this individual is required to be physically present on-site during all monthly and annual inspection visits?

ANSWER: The project manager most be available to coordinate all required Statement of Work activities.

3. QUESTION: SOW Section 3, Monthly/Annual Item 20 requires written inspection reports to be provided to QAE DC1 René Peña no later than two (2) working days after visit completion.

Conversely, the RAPIDGate Note in SOW Section 3 indicates findings must be emailed to the QAE no later than five (5) days following the visit. Please clarify which submittal timeframe governs the official deliverable requirement.

ANSWER: These requirements are correct. The two-day submission timeframe is for once the monthly inspection reports are completed whereas the five-day submission period is for the findings for any needed/recommended repairs.

4. QUESTION: SOW Section 3, Annual Item 21 mandates that the contractor locate, schedule, and pay a licensed, certified third-party elevator inspection company for annual code checks and load weight testing. Does the USCG require pre-approval of the nominated third-party inspection firm prior to performance, or is submission of active Virginia licenses and standard RAPIDGate security credentials sufficient?

ANSWER: The contractor shall ensure that the inspection company is licensed and certified in the state of Virginia prior to performing any inspection services as required by the Statement of Work.

5. QUESTION: SOW Section 3, Repairs/Troubleshooting Items 1 and 3 states that physical repairs are strictly prohibited under this maintenance contract and must be funded via separate procurement actions. If Government-requested emergency dispatch and diagnostic troubleshooting hours exceed the $1,000.00 annual estimate, will the Contracting Officer issue a formal contract modification to increase the NTE line item threshold prior to additional dispatch?

ANSWER: It is not anticipated at this time.

6. QUESTION: Does the annual certified third-party elevator inspection need to be performed by a company separate from the preventive-maintenance contractor, or may the same company perform both if properly certified?

ANSWER: This statement is included in the Statement of Work to ensure that the cost of the inspection is included in the event this work needed to be subcontracted out. If the prime contractor is licensed and able to perform this work, then there is no need for a third-party contractor.

7. QUESTION: Has the Government identified an intended Service Contract Act labor classification for the elevator mechanic position, or should offerors anticipate a post-award SF-1444 conformance request?

ANSWER: Quoters shall ensure that their quote complies with the applicable Service Contract Act labor categories required to perform the work required outlined in the Statement of Work (SOW). A statement of equivalent rates for federal hires and Department of Labor Wage Determination is provided with the solicitation.

8. QUESTION: Can the government confirm that each monthly inspection line item in the Price

Schedule (Attachment II) is intended to cover one combined service visit addressing both elevators

(C5ISC and UPH), rather than separate visits per unit?

ANSWER: Each monthly inspection shall cover the location and services stated in the Statement of

Work.
