About this opportunity
The U.S. Coast Guard seeks removal and replacement of a TPO roof membrane on a roughly 5,000 square foot flat roof at USCG Base Portsmouth, with quotes due by noon Eastern Time on September 1, 2026. This is a 100% small business set-aside under NAICS 238160 (Roofing Contractors), with a small business size standard of $19.0 million, and the government contemplates award of a Firm-Fixed Price contract.
Place of performance is Portsmouth, Virginia. The scope includes removal of the existing TPO roof membrane, inspection and conditional replacement of wood underlayment (up to a 10% allowance), and installation of a new TPO roof membrane system per manufacturer specifications. The Statement of Work specifies 60 mil TPO membrane thickness and same-in-kind replacement. Performance shall not exceed 10 working days after award, generally between 0700 and 1530 EST Monday through Friday, though weekend and holiday work may be required with written QAE approval. Work shall begin within three calendar days of award.
All contractor employees require base access clearance; a Base Access form with employee lists must be submitted five days prior to work commencement. Acceptable security credentials include Real ID driver's license, U.S. passport, DoD ID, HSPD-12 PIV card, or other qualifying federal or state-issued identification. A mandatory site visit is scheduled for August 25, 2026, at 10:00 AM Eastern Time; interested parties must arrange visits with Frank Burton and Nate Chappell and provide full name, date of birth, and REALID Driver's License number. Questions are due by August 26, 2026, at 10:00 AM Eastern Time.
Performance and payment bonds are required within five calendar days after award, each at 100 percent of the original contract price. A bid guarantee of at least 20 percent of bid price or $3 million (whichever is less) is required by the solicitation deadline. Davis-Bacon prevailing wage rates apply; the wage determination (General Decision Number VA20260161) specifies trade classifications ranging from $15.50 to $52.06 base rates plus fringe benefits. Executive Order 13706 paid sick leave (one hour per 30 hours worked, up to 56 hours annually) applies. Invoices must be submitted through the Invoice Processing Platform at https://www.ipp.gov/. Amendment 0001, posted August 28, 2026, provided clarifications on warranty pricing, membrane thickness, coping cap requirements, and UFC 3-110-03 compliance, with no extension to the solicitation deadline.
