The US Coast Guard seeks carpet and tile replacement services at USCG Base National Capital Region in Washington, DC, with proposals due May 12, 2026, and questions due May 5. The procurement is set aside 100% for Women-Owned Small Business (WOSB) entities.

Work is performed at USCG Base NCR, 2703 Martin Luther King Jr Ave SE, Washington DC 20593. The scope covers replacement of approximately 1,300 square feet of carpet tiles in four designated spaces (6S13-04, 6S13-05, 6S13-03, and 6S13-02) within one work-day at a mutually scheduled business day. The vendor must remove and dispose of existing carpet, lift and relocate furniture to original locations, provide near-match carpet options aligned with the existing building standard (Carpet Tile Sandblast color Street Scape) for government selection, and complete all floor preparation including adhesive removal, leveling, and patching. The carpet must meet GSA, DHS, and Coast Guard requirements and applicable industry practices. All employees and subcontractors require background checks; the vendor assumes responsibility for any security delays accessing the campus and construction location. Work hours are limited to 0630 to 1800, Monday through Friday; no after-hours or weekend work is permitted. All floor preparation costs are included in the Firm-Fixed Price with no change orders available for subfloor remediation.

This is a commercial item procurement under FAR Part 13.302, NAICS 238330 (Flooring Contractors), with Department of Labor wage determination 2015-4281 (Revision 35) applicable. Award will be made to the vendor with the Lowest Price, Technically Acceptable (LPTA) quote, evaluated on technical capability as "Acceptable" or "Unacceptable," then price reasonableness. The contract includes extensions up to five years total duration. Site visits are available May 4, 2026, from 10:00 AM to 3:00 PM.

The basic scope of work is as follows: 

Replace carpet tiles within spaces:  6S13-04; 6S13-05; 6S13-03 and 6S13-02.  Existing carpet is rolled and will need to be disposed of without additional cost to the government. Vendor will lift and/or relocate furniture; all furniture will be in their original location at the conclusion of the work.  Vendor will be responsible for any security delays in accessing the campus and construction location.  Background checks will be performed on all employees and sub-contractors.  Vendor will provide options of a near match to existing building standard of which the government will select a single option.   The carpet must meet all GSA, DHS and CG requirements, and industry practices.  The work must be completed within one work-day at a mutually scheduled business day between the vendor and the government.

*Amplifying information, for this project it is ~1,300 sqft of carpet for carpet squares and a diagram of the area will be attached.
