Questions/Answers to 31110PR260000003 — Carpet and Tile Replacement Services

Question 1 — Allowable Work Hours The SOW requires all work to be completed within one (1) work-day. Please confirm the allowable hours of work at USCG Base National Capital Region. Specifically, may the contractor begin work as early as possible in the morning (e.g., 6:00 AM or 7:00 AM) and work through the evening up to 8:00 PM in order to ensure completion within the required one-day window?

• Answer: Start as early as 0630 until 1800.

Question 2 — Carpet Tile Specification The SOW states the vendor will provide options that are a near-match to the existing building standard, from which the Government will select a single option. Please clarify the following:

a) Is there a specific carpet tile manufacturer, product line, style, or color currently installed that we should match?

b) Is there an existing specification.

c) What are the minimum performance requirements (e.g., fiber type, face weight, pile height, traffic rating) the replacement tile must meet?

• Answer: The building standard is Carpet Tile Sandblast color Street Scape.

Question: Building Standard Specification: The SOW requires the vendor to provide options of a "near match to existing building standard". To ensure an accurate price and "near match," can the Government provide the specific manufacturer, model, and color of the carpet currently installed in spaces 6S13-04, 6S13-05, 6S13-03, and 6S13-02?

• Answer: The building standard is Carpet Tile Sandblast color Street Scape.

Question:Furniture Scope of Work: The SOW requires the vendor to lift and/or relocate furniture. Do these spaces contain modular furniture systems or cubicle partitions that require disassembly and electrical/data disconnection, or is the scope limited to standard office furniture (e.g., desks, chairs, and filing cabinets)?

• Answer: Limited to standard office furniture (e.g., desks, chairs, bookshelfs, misc gear, flags and filing cabinets)

Question: Performance Period Flexibility: The performance period is limited to one (1) work-day. Given the ~1,300 sq ft area, furniture relocation, and disposal requirements, would the Government consider allowing work to be performed after-hours or over a weekend to ensure completion without disrupting standard operations?

• Answer: The performance period is limited to one (1) work-day, Mon-Fri. Can start as early as 0630.

Question: Vetting Lead Time: The Contractor is responsible for background checks and any security delays. What is the Government’s estimated lead time for processing background check approvals once the vendor submits the required PII for on-site personnel?

• Answer: Employee’s need to be able to work at this campus and be in good standing with the government. Checks can take up to an hour or could be as short as 15 minutes.

Question: Floor Preparation Standards: The SOW identifies the removal of existing rolled carpet. In the event that the subfloor requires significant remediation (e.g., adhesive removal, leveling, or patching) once the rolled carpet is removed, will this be treated as a change order, or does the Government expect all floor preparation to be included in the Firm-Fixed Price?

• Answer: All floor preparation to be included in the Firm-Fixed Price
