About this opportunity

The US Coast Guard seeks a security system upgrade at Base Kodiak, Alaska, with proposals due September 10, 2026. The procurement is set-aside for small business concerns with a 1,250-employee size standard.

Place of performance is Kodiak, Alaska. The scope encompasses design, installation, integration, testing, and commissioning of an integrated electronic security system across ten facility assets, including video surveillance, access control, intrusion detection, and point-to-point wireless network infrastructure. The system integrates to a regional command center in Building N38 and includes approximately 131 new IP cameras, integration of approximately 150 existing Axis cameras, three central recording servers with 30-day minimum continuous retention at 20 fps minimum, access control systems with PIV-class credential management, and uninterruptible power supplies with 3-minute minimum runtime (10–15 minutes preferred for N38 servers). Building T1 requires ICD 705 and UL 2050 certification for Secret classification with open storage. The system must be air-gapped with cellular backup limited to autodialing to N38 dispatch only, utilize AES-256 encryption minimum, and support centralized monitoring from N38 dispatch office.

Period of performance is 150 days after receipt of order, though the contractor may propose an alternative schedule within a government-desired three to six month completion window. Offerors must provide firm fixed price inclusive of shipping, transportation to Building 26 Shipping and Receiving, and all installation travel costs. Evaluation uses best value, where equipment quality and technical experience are more important than price. A site visit is scheduled September 3, 2026 and is highly encouraged for vendors unfamiliar with rural Alaska. Contact Robbin Kessler for site visit registration. The NAICS code is 334220; PSC code is 5836. This is a combined synopsis and solicitation under FAR Part 12 with no separate written solicitation to follow. Solicitation Amendment 0001 provided responses to prior questions without extending the due date.
