About this opportunity

The United States Coast Guard, operating under the Department of Homeland Security, is seeking qualified vendors to provide shipbreaking services for a 210' Medium Endurance Cutter currently located in Curtis Creek/Baltimore, Maryland that has been deemed excess. The procurement requires contractors to possess successful past performance in shipbreaking operations, relevant experience, appropriate personnel and resources, and demonstrated capability to handle this specific vessel class. Interested vendors must respond to a comprehensive questionnaire addressing their business classification, facility locations and capabilities along the East Coast, previous government and commercial shipbreaking experience with detailed vessel specifications, and their approach to transporting the vessel if they lack on-site facilities. The government has also provided a draft shipbreaking specification for contractor review and feedback, and requests vendors address specific technical requirements including towing operations, demilitarization, hazardous material disposal, and environmental compliance. The due date for responses to this Pre-Solicitation Notice is May 5, 2026, after which the government will determine whether to proceed with a formal solicitation announcement.

This Pre-Solicitation Notice does not utilize any set-aside designations, making it open to large and small businesses alike, though the government does request information regarding small business status, disadvantaged business certification, HUBZone qualification, woman-owned business status, and Service-Disabled Veteran-Owned status. No incumbent contractor or current award holder is identified in this notice. The contract specification indicates the vessel to be scrapped is 210 feet 6 inches in length overall with a full load displacement of 1,170 long tons, and the work encompasses two primary components: towing services from Baltimore to the contractor's facility and complete dismantling and demilitarization operations. The contractor will assume ownership of all scrap materials and must provide a certificate of recycling and disposal within 60 days of completing dismantling work. No specific budget range or award value is disclosed in the Pre-Solicitation Notice, though contractors are instructed to include estimated residual value from scrap materials as a cost offset in their eventual proposals.
