About this file
This is a Statement of Work (SOW) for the shipbreaking and scrapping of a 210' Medium Endurance Cutter (WMEC B-Class) vessel along the East Coast of the Continental United States. The SOW is prepared by the U.S. Coast Guard and outlines two primary work items: towing services and scrapping operations.
Work Item 1 requires the contractor to provide towing services to transport the vessel from the Surface Acquisitions Logistics Center in Baltimore, Maryland to the contractor's facility location (point of arrival to be determined). The contractor must furnish all towing equipment, rigging, towing fittings, a qualified towing vessel with pilot and crew, and assist tugs. The vessel is 210 feet 6 inches in length overall with a full load displacement of 1,170 long tons. Pre-towing operations require contractor submission of a written towing plan and sailing plan to the Contracting Officer's Representative (COR) for approval at least 48 hours and 24 hours respectively before towing begins. Towing operations must comply with COMDTINST M16672.2D and all federal, state, and local regulations, with daylight departure required, maximum tow speed of six knots, wind speeds not exceeding 25 knots, and good weather conditions mandated. Work Item 2 requires complete dismantling and demilitarization of the vessel, including removal from water, disposal of all residual fluids, destruction of electronic equipment to render it unusable, and segregation of recyclable and non-recyclable materials. The contractor assumes ownership of scrap materials and must provide a certificate of recycling and disposal within 60 days of completing dismantling. The contractor must recycle all recyclable metal and materials, with estimated residual value to be included in proposals as an offset to other costs. All work must comply with applicable federal, state, and local environmental protection requirements, hazardous waste regulations, and the contractor must appoint a written Environmental Manager responsible for permit compliance and regulatory notifications.
