About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) issued this Limited/Sole Source Justification Notice for contract W91247-26-P-A004, awarded to Laser Shot, Inc., for systems refresh and extended warranty services for the United States Army Reserve Command's (USARC) live-fire simulation equipment portfolio. The procurement covers maintenance and modernization of ten simulators consisting of eight Mobile Marksmanship Training Simulators (MMTS) and two Warrior Skills Trainers (WST), including installation of new projectors and computers, repair of existing hardware, associated labor, and a five-year extended warranty program. The justification for sole-source procurement rests on 10 U.S.C. 3204(a)(1), asserting that Laser Shot is the only responsible source capable of performing the work because the company manufactures the simulators, holds all copyrights to proprietary software and firmware, and requires that all maintenance and upgrades be performed by its technicians to preserve system warranties. Market research confirmed that alternative vendors either declined to repair existing systems or proposed full equipment replacement at significantly higher costs, which was rejected as impractical. The estimated contract value is $2.3 million with a firm-fixed-price structure, utilizing fiscal year 2025-2026 Operations & Maintenance Funds and requiring delivery by February 17, 2026.
