About this file
This is a FAR Part 6 Justification and Approval document for other than full and open competition procurement (Control No: MICC 2025-0123). The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Bragg seeks to award a firm-fixed-price contract to Laser Shot, Inc., located at 4214 Bluebonnet Drive, Stafford, Texas 77477-2911, for systems refresh and warranty renewal services. The Headquarters, United States Army Reserve Command (USARC) is the requiring activity.
The procurement involves refresh services for ten live-fire weapons simulators: eight Mobile Marksmanship Training Simulators (MMTS) and two Warrior Skills Trainers (WST). Work includes installation of new projectors and computers, repair of existing hardware, associated labor, and a five-year extended warranty covering repair and replacement of defective products. The Government projects contract award for September 2025 using fiscal year 2025 Operations & Maintenance Funds, with an estimated delivery date of no later than December 1, 2025. The justification for sole-source procurement rests on 10 U.S.C. 3204(a)(1) and FAR 6.302-1, asserting that Laser Shot is the only responsible source capable of performing the work, as the company manufactures the simulators, holds all copyrights to proprietary software and firmware, and requires that all maintenance and upgrades be performed by Laser Shot technicians to preserve system warranties. Market research identified one alternative vendor who declined to repair existing systems and instead proposed replacing them with new equipment—an option rejected due to significant additional costs, equipment replacement requirements, and training delays. A Sources Sought notice posted on SAM.gov generated one expression of interest but no qualified competing capability statements. Laser Shot is registered as a Small Business, and no subcontracting plan is required. The document was prepared on August 15, 2025, and approved by Scott D. Kukes, Alternate Advocate for Competition at MICC, JBSA Fort Sam Houston, Texas.

Control No: MICC 2025-0123
FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Requiring Activity: Headquarters, United States Army Reserve Command (USARC), Fort Bragg, NC.
2. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Fort Bragg, Fort Bragg North Carolina, 28310
3. Description of Action: Request approval to award a firm-fixed-price contract with Laser Shot, Inc., 4214 Bluebonnet Drive, Stafford, Texas, 77477-2911. The Government projects award for September 2025 and fiscal year 2025 Operations & Maintenance Funds will be used.
4. Description of Supplies/Services: Refresh ten live-fire simulators (eight Mobile Marksmanship Training Simulators (MMTS) and two Warrior Skills Trainers (WST) Simulators). This requirement will include installation of new projectors and computers, repair of existing hardware, and the associated labor. The 5-year extended warranty for the systems will cover the repair and replacement by the vendor of any product that is defective in material or workmanship. The weapons simulators that constitute the USARC Preliminary Live-Fire Simulations (PLFS) portfolio include the MMTS and the WST; these simulators are non-Program of Record and were purchased utilizing NGREA funding. PLFS are a requirement to execute Table II of the Integrated Weapons Training Strategy (Training Circular 3-20.0). Since the initial purchase of these simulators in 2018, there has not been an established funding plan to maintain and replace these system at the end of their life cycle (10 years per industry standard).
NGREA funding is limited to initial procurement and does not extend to services or maintenance support.
Estimated delivery date: No later than 1 December 2025 Total Value: $
5. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
6. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
a. Background. Laser Shot manufactures the Mobile Marksmanship Training Simulator and Warrior Skills Trainer Simulator and is the only company approved to repair, upgrade, and warranty these products, including computers and recoil kits. Laser Shots cameras, software, and firmware have been developed and configured by Laser
Shot to work specifically with these simulators. Only Laser Shots technology and software is guaranteed to work with the simulators as their technology is proprietary and has been designed to integrate with other Laser Shot components. Laser Shot is the publisher, holder of all copyrights, and the sole source for the only software and firmware that works with these simulators.
b. Alternatives. The Government did not identify any viable alternatives to Laser Shot, Inc. for this requirement.
The requiring activitys market research identified one alternate vendor, , who responded that they could not repair, update, or warranty the existing Laser Shot MMTS and WTS systems. Instead, proposed a solution to replace the current systems with eight new training systems. This alternative was not pursued because it would require full replacement of Government owned equipment, incur significant additional cost, and delay training due to procurement, installation , and instructor re-training.
A Sources Sought was posted to SAM.gov to determine whether other vendors were capable of performing maintenance and warranty support on the existing MMTS and WST systems. One business, , responded with an expression of keen interest but did not submit any follow-up capability statement or supporting documentation.
Additionally, the existing MMTS and WST systems warranties require that all refresh, maintenance, and upgrades be performed by Laser Shot technicians. Using any non-laser Shot source would void the warranty and risk system operability.
c. Impact if this justification is not approved. If the requirement is not approved, the USARC risks losing critical training capability. Half of the simulators are already non-operational, and without a systems refresh and warranty renewal, all 10 may become unusable. This would significantly hinder units ability to execute Table II of the Integrated Weapons Training Strategy (TC 3-20.0), degrade soldier marksmanship readiness, and impact overall force preparedness.
7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: Laser Shot is registered as a Small Business. IAW with FAR 19.702(a)(2)(b) a subcontracting plan is not required.
8. Actions to Increase Competition: Laser Shot is the most cost-effective vendor because the necessary equipment has already been purchased and integrated.
Selecting a different vendor would incur significant additional costs related to procurement, installation, and training as well as increased risk to system operabilility and mission readiness.
To increase competition in the future, the Government will conduct early market research prior to the expiration of the current system warranty to identify additional qualified vendors capable of providing compatible maintenance and training support.
This includes re-posting a sources sought on SAM.gov, engaging industry through mandatory sources and other open-market research tools, and reviewing any new vendors who have obtained the necessary technical data rights or certifications to perform this work. These actions will help ensure that future requirements are competed to the maximum extent practicable and aligned with operational timelines.
9. Market Research: Market research was conducted using CHESS, SAM.gov, and open-source tools such as Google to identify vendors capable of maintaining and warrantying the Laser Shot MMTS and WST systems.
Only Laser Shots proprietary technology and software are guaranteed to integrate and function correctly with the existing simulators, as Laser Shot is the publisher and sole owner of the software, firmware, and copyrights used in these systems. Therefore, Laser Shot is the only source capable of ensuring full functionality and interoperability of all simulator components.
The only vendor that responded to this market research was , a simulation company that works under Google. On 06 June 2025, stated they cannot fix, or update Laser Shot simulation equipment; instead, they submitted a proposal for eight systems as an alternative to repairing existing systems.
10. Interested Sources: A Sources Sought Notice was posted on SAM.gov to identify potential vendors capable of fulfilling this requirement. One business, , responded with an expression of interest but did not submit any follow-up capability statement or supporting documentation. As a result, there were no qualified sources identified outside of the OEM, Laser Shot, Inc.
, who responded to the requiring activitys market research, stated that they could not repair, update, or warranty the existing Laser Shot MMTS and WTS systems. Instead, proposed a solution to replace the current systems with eight new training systems. This alternative was not pursued because it would require full replacement of Government owned equipment, incur significant additional cost, and delay training due to procurement, installation , and instructor re-training.
11. Other Facts:
a. Procurement History. The Government previously procured and owns the existing MMTS and WST systems, which were acquired under a different contract vehicle by the requiring activity using NGREA funds. However, this current action is for a refresh and extended warranty of the already-fielded systems and is being treated as a new procurement action.
b. Laser Shot remains the only vendor that produces the MMTS and WST in their current configuration and Laser Shot requires a refresh to their systems, performed by their own technicians, prior to extending any warranty on their systems.
Approval
Based on the foregoing justification, I hereby approve the procurement of a Systems Refresh and Warranty renewal for eight Mobile Marksmanship Training Simulators (MMTS) and two Warrior Skills Trainers (WST) weapons simulators on an other than full and open competition basis pursuant to the authority of Title 10 United States Code Section 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The estimated value of the contract is $ with an estimated delivery of no later than 1 December 2025. The approval is subject to availability of funds, and provided that the services or supplies herein described have otherwise been authorized for acquisition.
