About this file

This is a Justification Review Document for a contract award pursuant to FAR Part 6, justifying procurement on an other than full and open competition basis. The requiring activity is Headquarters, United States Army Reserve Command (USARC) at Fort Bragg, North Carolina, with MICC-Fort Bragg serving as the contracting activity. The Government seeks to award a firm-fixed-price contract to Laser Shot, Inc., located at 4214 Bluebonnet Drive, Stafford, Texas 77477-2911, for systems refresh and warranty renewal services.

The procurement covers refresh and maintenance of ten live-fire simulators, specifically eight Mobile Marksmanship Training Simulators (MMTS) and two Warrior Skills Trainers (WST). The scope of work includes installation of new projectors and computers, repair of existing hardware, associated labor, and a five-year extended warranty covering vendor repair and replacement of defective products. These simulators constitute the USARC Preliminary Live-Fire Simulations (PLFS) portfolio and are required to execute Table II of the Integrated Weapons Training Strategy per Training Circular 3-20.0. Originally purchased in 2018 using NGREA funding, the simulators now require maintenance support, which NGREA funding does not cover. The estimated contract value is $2.3 million with delivery required no later than 17 February 2026. Award is projected for December 2025, utilizing fiscal year 2025-2026 Operations & Maintenance Funds. The justification cites 10 U.S.C. 3204(a)(1) as the authority for sole-source procurement, with approval granted by the Alternate Advocate for Competition.
