About this opportunity

The US Agency for Global Media seeks supply, factory testing, and delivery of two high-voltage power transformers for the Kuwait Transmitting Station, with proposals due August 6, 2026 and questions due July 24. The procurement is conducted under FAR Part 12 and Part 13 (Simplified Acquisition Procedures) with full and open competition; the Government intends to award a firm-fixed-price contract on a Lowest Price Technically Acceptable basis.

Place of performance is Sterling, Virginia (delivery to JCM Logistics). The transformers required are one NWL38892 model rated 330 KVA (primary 4160V extended Delta, secondary 300V with 24 windings) and one NWL38752 model rated 550 KVA (primary 11,000V extended Delta, secondary 300V with 24 windings). Both must operate at 50 Hz with air cooling, +/− 15 phase shift vector group, 80°C temperature rise, thermal sensors with NC/NO contacts, and wheel mounting. Delivery is required within 7 months from purchase order issuance. The supplier must maintain ISO 9001 or equivalent quality management certification and provide 12-month warranty from commercial operation or 18-month warranty from delivery, whichever occurs first.

Factory testing must include ratio test, winding resistance test, insulation resistance test, applied voltage test, induced voltage test, no-load loss and current test, load loss and impedance test, and functional checks of accessories. Deliverables include general arrangement drawings, nameplate details, transformer data sheets, wiring diagrams, test certificates, quality assurance documentation, operation and maintenance manuals (English only), and packing documentation. NAICS code is 335311, Power, Distribution, and Specialty Transformer Manufacturing, with small business size standard of 800 employees. Evaluation weighs Technical Capability (Factor 1) as a pass/fail threshold before price evaluation (Factor 2). Amendment A00001 issued July 31 incorporates responses to technical questions and a revised Statement of Work; acknowledgment of amendment receipt is required prior to submission.
