About this file
This document is Amendment A00001 to a federal solicitation (951700-26-Q-T00051) issued by the United States Agency for Global Media, Office of Contracts. The amendment incorporates responses to ten technical questions and a revised Statement of Work (SOW), with an effective date of July 31, 2026. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing items 8 and 15, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers; failure to acknowledge may result in rejection of the offer. The contracting officer is Nicole Wright.
The revised SOW specifies requirements for the supply, factory testing, delivery, and documentation of two high-voltage power transformers: one NWL38892 (330 KVA, 4160V primary, 300V secondary with 24 windings, 50 Hz, air-cooled, extended Delta configuration) and one NWL38752 (550 KVA, 11,000V primary, 300V secondary with 24 windings, 50 Hz, air-cooled, extended Delta configuration). Both transformers must have a +/- 15° phase shift vector group, 80°C temperature rise, thermal sensors with NC/NO contacts, and be mounted on wheels. The supplier shall perform routine and type tests including ratio, winding resistance, insulation resistance, applied voltage, induced voltage, no-load loss, load loss, and functional checks of accessories. Deliverables include general arrangement drawings, nameplate details, data sheets, wiring diagrams, test certificates, quality assurance documentation, operation and maintenance manuals (English only), and packing documentation. Delivery must occur within 7 months from purchase order issuance to JCM Logistics in Sterling, Virginia. The supplier must maintain ISO 9001 or equivalent quality management certification and provide a 12-month warranty from commercial operation or 18-month warranty from delivery, whichever occurs first. The government clarified that detailed technical specifications for the proprietary NWL transformers are not available, the solicitation is open to full and open competition with no proprietary restrictions, factory test witness is not required, documentation language is English only, and the final delivery destination is JCM Logistics (not onwards to Kuwait). Export license requirements (ITAR/EAR) status remains unknown.
