About this opportunity
The Army Contracting Command seeks environmental compliance and laboratory support services for United States Army Garrison Stuttgart through an IDIQ contract with proposals due September 7, 2026, and questions due August 24, 2026. The procurement is designated a women-owned small business (WOSB) set-aside, restricting competition to that category.
Place of performance spans eight USAG Stuttgart installations: Kelley Barracks, Patch Barracks, Panzer Kaserne, Stuttgart Army Airfield, Robinson Barracks, Kornwestheim Golf Course, Training Area Boeblingen, and Weilimdorf Warehouse. Work is performed Monday–Friday, 0700–1700 CET, excluding U.S. and German holidays.
The contract minimum is $150,000 and maximum is $999,999.99 over a 36-month ordering period. Services include management plan updates (hazardous waste, asbestos, spill prevention, lead-based paint, potable water, stormwater pollution prevention); in-person, virtual, and field training in building contaminants, hazardous waste, environmental officer certification, and spill response; compliance assessments and inspections; surveys with geospatial data updates; parts cleaner services; facility documentation per German AwSV standards; and extensive water, wastewater, stormwater, building materials, and radon sampling and laboratory analysis. The contractor must utilize an accredited laboratory meeting DIN EN ISO/IEC 17025 standards.
Key personnel require minimum four years' environmental management experience on military contracts, bilingual German and English proficiency (English Level 3), and relevant German certifications (TRGS 510/520, waste management officer, contaminated site expert, emission control officer, and others). Qualifications documentation is required for all positions; official degree copies are acceptable post-award if noted on curricula vitae, but all certificate copies must accompany quotes.
Offerors must submit three volumes: Volume I (Qualifications, 50 pages maximum) and Volume II (Experience, 30 pages maximum) requiring an "Acceptable" and "Satisfactory" or higher rating, respectively, to be eligible for award; Volume III (Pricing using provided templates with pricing in US dollars or Euros). Experience must include five completed projects from the past 10 years involving military installations in Europe or Germany, with at least one addressing EPAS assessment, hazardous material training, building contaminants consultation, petroleum products (POL) consultation, spill prevention or response training, AwSV 47 certification, equipment cleaner services, or water, soil, gas, or building contaminants sampling.
NAICS 541620, Environmental Consulting Services; small business size standard $19.0 million. Amendment 1 (dated August 28) updated attachments 1–4 and SF-30; vendors must acknowledge receipt of the amendment. Evaluation criteria include technical approach (qualifications and experience), Supplier Performance Risk System (SPRS) data with acceptable ratings Green, Purple, Blue, or Black, and price. Award is estimated September 2026. Electronic submissions via email only; documents must be in Microsoft Office 2007 or later (.docx/.xlsx) or searchable PDF format.
