About this file

This is a Questions and Answers document responding to contractor inquiries submitted during the Request for Information (RFI) phase of solicitation W91WFU26QA007 for USAG-S Environmental Compliance Lab Support. The document provides clarifications across three primary volumes: Qualifications, Experience, and Price.

Qualifications and Personnel Requirements: Qualifications must be provided for all positions listed in the Performance Work Statement, with the Program Manager position having more stringent requirements than other personnel positions. Individuals may hold dual positions if they meet the experience and education requirements for each role. Official degree copies are acceptable after contract award if noted on curricula vitae, but all certificate copies must be submitted with the quote. The document clarifies that Water Position #3 represents a firm certification rather than individual experience, and Advisory positions #1 and #2 require documentation of individual qualifications as listed in the PWS.

Experience and Pricing Clarifications: Contractors must provide experience from up to five completed projects, rather than three as initially stated. Regarding pricing, the document provides detailed unit-of-measure clarifications for 40+ Contract Line Items (CLINs), including hourly rates for services, per-job pricing for inspections and specialized tasks, and per-unit pricing for cabinet and equipment inspections. Specific examples include: mobilization pricing covered under CLIN 0002; inspections of tanks and hazardous waste storage areas under CLINs 0021-0023; field verification survey pricing on hourly basis for CLIN 0026; cabinet inspections in multiple buildings at Kelley and Panzer locations under CLINs 0030-0031; printing of 10 recycled-paper booklets for CLIN 0033; spill supply kits for CLIN 0037; and sampling services with mobilization costs under CLINs 0040-0082. The solicitation due date was extended to September 7, 2026.
