About this opportunity
The Department of the Army Corps of Engineers, National Capitol Region Humphreys Engineer Center Support Activity, seeks a hotel venue to host the USACE Senior Leaders Forum on May 27–28, 2026, with proposals due May 7, 2026 at 2:00 PM ET. The procurement is a 100% small business set-aside under NAICS 721110 with a $40 million size standard. Amendment 01, issued May 6, answers vendor questions; all other terms and conditions remain unchanged.
Place of performance is a hotel facility in the National Capital Region within five miles of Ronald Reagan Washington National Airport for Washington DC, nine miles of DCA for Northern Virginia, or 15 miles of Dulles International Airport, ideally within 15 minutes walking distance of a WMATA metro stop. Period of performance runs May 25–29, 2026.
The venue must accommodate 180–200 federal attendees configured in 10-person banquet-style table rounds in a main plenary space with an elevated stage and podium. The contractor shall provide up to four breakout rooms (one small 6–10 person, two medium 10–20 person, one large 20+ person) for simultaneous meetings May 27–28. Room setup, teardown, table linens, table stanchions, chairs, and on-site vendor staff are required during operating hours (7:30 AM–7:30 PM May 26–28; 7:30 AM–1:00 PM May 29). The contractor shall permit government-furnished A/V and IT equipment or provide negotiated options for projection screens, projectors, microphones, video cameras, and mobile Wi-Fi. Wi-Fi/Internet access for three days (May 26–28), loading dock access, equipment storage, and overnight physical security (5:00 PM–8:00 AM May 25–29) are required. Food and beverage service is offered in priority order: personal food/beverage permitted (preferred), pay-as-you-go system, outside food/beverage prohibited, or contracted F&B as a non-severable requirement. Optional services include 20 parking spaces (five for large SUVs/trucks) and courtesy-blocked hotel rooms at the U.S. Government per diem rate ($276/night). Contractors must comply with E-Verify and submit verified candidate lists within three business days of award. Award will be made to the lowest-priced quote meeting all technical requirements and representing fair and reasonable pricing. Questions were due May 4 at 2:00 PM ET.
