3rd Quarter, Fiscal Year 2026 USACE Senior Leaders Forum (3Q26 U-SLrF)
Performance Work Statement (PWS) (v2, 29 APR 2026)
1. 1.0 GENERAL: The U.S. Army Corps of Engineers (USACE) seeks venue space for the Commanding General’s USACE Senior Leaders Forum (U-SLrF) occurring 27-28 MAY 2026 for 180-200 federal government attendees. U-SLrF mobilization (‘set-up’) and rehearsals will commence on 26 MAY 2026 with demobilization (‘tear-down’) taking place 29 MAY 2026. It is possible that USACE may ship audio / visual (A/V) equipment to arrive at a vendor’s location on the afternoon of 25 MAY 2026.
2. 2.0 DESCRIPTION OF SERVICES: The vendor shall provide a plenary meeting conference space ideally using 10-person ‘table rounds’ (i.e., banquet style room configuration) to support an estimated 180 (maximum 200) U.S. Government attendees from the U.S. Army Corps of Engineers (USACE). Additionally, the vendor offers USACE the ability to secure and use up to four (4) breakout rooms to accommodate up to four (4) breakout groups / separate meetings simultaneously during 27-28 MAY 2026 with various audience sizes of 6-10, 10-20, and 20(+). For all rooms, the vendor will provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other non-personal services necessary to provide the required spaces (e.g., room set-up, tear-down, table linens, table stanchions, etc.).
The vendor permits USACE to use government furnished Audio / Video (A/V) equipment (with or without a service fee) and / or provides options (with costs) for such equipment and service to be assessed and negotiated (e.g., for projection screens, projectors, Wi-Fi access, etc.). The vendor either allows individuals to be able to bring in personal food and beverage into the vendor’s space or the vendor has a system in-place (either prior to event or a ‘pay as you go’ during the event) that allows USACE individuals to pay for food and beverages directly with the venue.
See related ‘Food & Beverage Service’ paragraph under scope below. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the Government.
3. 3.0 SCOPE:
• Venue Space / Room (Plenary). The vendor will provide one large, clean, and in good repair meeting space to accommodate a plenary audience of 180-200 people for four (4) days, inclusive of set-up and tear-down days. Ideally, the room configuration is 10-person ‘table rounds’ (i.e., banquet style) with chairs, an elevated ‘stage’ area (for panel speakers or lecturer), and a podium area (for a moderator or lecturer). As an alternative, a ‘classroom’ configuration is an option but is less preferred. The vendor will provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other non-personal services necessary to provide the required space. Tables are to have table linens and table stanchions (for USACE provided table signage). The 26-29 MAY 2026 dates include one (1) day for set-up / rehearsals (26 MAY), two (2) days for the plenary event (27-28 MAY) and one (1) day tear-down (29 MAY).
• Venue Space / Rooms (Breakout Rooms). Not a critical element of venue space, the vendor offers USACE the ability to secure and use up to four (4) breakout rooms to accommodate up to four (4) breakout groups / separate meetings simultaneously during 27-28 MAY 2026 with each room having a table(s) and chairs:
o One (1) small (6-10 person) room. Duration = 27-28 MAY 2026. Room will be used for impromptu senior level calls or impromptu small group meetings.
o Two (2) medium (10-20 person) rooms. Duration = 27-28 MAY 2026. One room will be used for executive assistants not participating in the plenary meeting while the other room will be used for impromptu senior level calls or impromptu small group meetings.
o One (1) large (20+ person) room. Duration = 27-28 MAY 2026. The room will be used for impromptu group meetings.
• USACE Government Furnished Equipment (e.g., IT / AV). The vendor either permits USACE to furnish and use government furnished Audio / Video (A/V) and I/T (e.g., mobile Wi-Fi) equipment (with or without a service fee) and / or provides options (with costs) for such equipment and service to be assessed and negotiated (e.g., presentation screens, projectors, microphones, video cameras, and possibly the ability to set-up and operate a mobile Wi-Fi connection for virtual broadcasting). This requirement is for the large plenary room only. The 26- 29 MAY 2026 dates include one (1) day for set-up / rehearsals, two (2) days for the plenary event, and one (1) day tear-down, and up to four (4) nights of general physical security (25-28 MAY 2026).
• Wi-Fi / Internet Access. The vendor either provides access to / use of the vendor’s public Wi-Fi for three (3) days (26-28 MAY 2026) for USACE attendees to use; provide options (with costs) for such access to be assessed and negotiated; and / or permits USACE to furnish and use government Wi-Fi equipment.
• Shipping / Storage. In the event that USACE will use government provided equipment, USACE requires the vendor to provide loading dock access and storage for government equipment shipped to the vendor. Duration is 25 MAY 2026 for shipping to / offloading equipment at the vendor and 29 MAY 2026 for shipping / loading equipment from the vendor.
• Physical Security. Vendor is to provide general physical security outside of USACE’s daily events (i.e., overnight / nightly, 17:00-08:00 hours) for the rooms that have USACE equipment in them (e.g., IT/AV equipment) to prevent any pilferage of Government furnished equipment. Duration is 25 MAY 2026 (shipped / offload of equipment at vendor) through 29 MAY 2026 (morning of for the loading of equipment).
• Facility Access.
o With the venue space configured prior, the facility will be available for U.S.
Government (USACE) set-up (e.g., IT/AV equipment) and preparation (e.g., rehearsals) from 07:30-19:30 local time on 26 MAY 2026.
Appropriate vendor staff will be available on site.
o The facility will be available for U.S. Government access from 07:30-19:30 local time 27-28 MAY 2026. Appropriate vendor staff will be available on site.
o The facility will be available for U.S. Government access from 07:30-13:00 local time on 29 MAY 2026. Appropriate vendor staff will be available on site.
• Food & Beverage (F&B) Service. The venue either allows individuals to be able to bring in personal food and beverage into the vendor’s space or the venue provides options (with costs) for food and beverage service to be assessed and negotiated. Such services would include a lunch / beverage (the window of 11:00-14:00 hours) and a lite snack / beverage (windows of 09:00-11:00 and 13:00-16:00) on 27 and 28 MAY 2026. Options / scenarios in priority of U.S.
Government preference:
1) Allow USACE individuals to be able to bring in personal food and beverage into the vendor’s space. This option reflects no individual or collective requirement and financial obligation to the U.S. Government.
2) The vendor has a system in-place (either prior to event or a ‘pay as you go’ during the event) that allows USACE individuals to pay for food and beverages directly with the venue. For reference, the partial U.S. Government per diem daily rate of lunch is $26. This option reflects individual based food and beverage costs and there are no collective requirement and financial obligation by the U.S. Government.
3) No vendor provided food and beverage service, and personal food and beverage is not permitted. This option reflects no individual or collective requirement and financial obligation to the U.S. Government.
4) Least preferred, if food and beverage service is not severable from renting the venue space (i.e., we have to have a F&B service with any room space rental), then a contract option is offered for food and beverage services (27- 28 MAY 2026) for lunch / beverage and lite snacks / beverage service outside of the lunch period. The vendor offers an ability for ≤ 40 local attendees to pay the vendor directly. The food and beverage service ‘contract’ with the U.S. Government would be for non-local attendees (~ 140). For reference, the partial U.S. Government per diem rate of lunch is $26.
• Special Parking Access. The vendor provides USACE the ability (option) to reserve a select number of spaces (estimated at ≤ 20) for Department of the Army Senior Leaders / USACE General Officer / USACE Senior Executive Service leaders between 26-28 MAY 2025. At least five parking spaces to accommodate large SUV or pickup truck (e.g., Ford-150).
• U.S. Government Per Diem Lodging. If the vendor is a hotel, the vendor offers the ability to ‘courtesy block rooms’ (e.g., ≥ 20, more is significantly better) at the U.S. Government per diem rate (e.g., National Capital Region is $276 / night) for USACE attendees to individually reserve and pay for their room. Based on an ‘individual reservation’ approach with ‘blocked rooms,’ there is no binding financial obligation by the U.S. Government.
4. 4.0 GOVERNMENT FURNISHED EQUIPMENT: See section 3.0. If permitted, the
Government will bring in limited Information Technology (IT) / Audi Video (AV) equipment (e.g., microphones, screens, projectors, cameras, dry erase / butcher paper boards, etc.) for the conduct of the meeting.
5. 5.0 CONTRACTOR FURNISHED EQUIPMENT: The vendor shall provide all labor, supervision, transportation, vehicles, parts, supplies, equipment (e.g., tables, chairs, platform / stage, podium, etc.), materials (e.g., table linens, table stanchions, etc.), and services required to perform work under this contract.
6. 6.0 PLACE OF PERFORMANCE: Generally, the areas of: Washington, D.C.;
Arlington, VA; Alexandria, VA; Reston / Herndon, VA; Leesburg, VA; and Springfield, VA. With Ronald Reagan Washington National Airport (DCA) or Dulles International Airport (IAD) as the hub for attendee air movement, the venue location is within five
(5) miles of DCA for the Washington, D.C. area (encompassing the GAO Building);
within nine (9) miles of DCA for the Northern Virginia area (encompassing Humphreys Engineer Center); and 15 miles of IAD (encompassing Leesburg, Herndon, Reston). Ideally, the venue is within a 15-min walk from a Washington Metropolitan Area Transit Authority (WMATA) metro stop or is an all-inclusive venue in order to eliminate the need for attendees’ ground transport travel (e.g., rental cars, associated costs) from the airports and hotels.
7. 7.0 PERIOD OF PERFORMANCE: 25-29 MAY 2026 (inclusive of shipping equipment to the vendor on 25 MAY and shipping of equipment from the vendor on
29 MAY 2026).
8. 8.0 SECURITY REVIEW COVER SHEET (Add Clause 14): Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
9. 9.0 SECURITY REVIEW COVER SHEET (Add Clause 16): In the event a vendor cannot sever the venue space from a F&B requirement (meaning it’s non-severable) then clause 16 will be used. USACE Contracts requiring delivery of food and water:
The supplies delivered under this contract shall be transported in delivery conveyances maintained to prevent tampering with and/or adulteration or contamination of the supplies, and if applicable, equipped to maintain a prescribed temperature. All delivery vehicles and storage locations are subject to inspection at any time by the COR, Post Veterinarian, law enforcement officers, or other RA representatives authorized to conduct such inspections. When the sanitary conditions of the delivery conveyance have led, or may lead to product contamination, adulteration, constitute a health hazard, the delivery conveyance is not equipped to maintain prescribed temperatures, or the transport results in product “unfit for intended purpose,” supplies tendered for acceptance may be rejected without further inspection. As the holder of a contract with the DoD, the Contractor shall ensure that all products and/or packaging have not been tampered with or contaminated. The Contractor shall ensure all delivery conveyances are always locked or sealed, except when actively loading or unloading. Unsecured vehicles shall not be left unattended. All incoming truck drivers shall provide adequate identification upon request. In the event of an identified threat to a delivery location, or a heightened force protection/Homeland Security threat level, the Contractor may be required to adjust delivery routes to minimize vulnerability risks and enable direct delivery to DoD facilities.
