About this opportunity
The U.S. Army Corps of Engineers Portland District is seeking a contractor to perform comprehensive overhaul, maintenance, and repair services for the Dredge Essayons under a firm fixed-price job order. The procurement will be awarded against an active Master Ship and Repair Agreement (MSRA), requiring bidders to either hold or obtain such an agreement with USACE Portland District to be eligible for consideration. A mandatory site visit is required for all potential contractors, with the dredge vessel available for inspection until approximately August 13, 2025, in Portland, Oregon, with site visits beginning promptly at 9:00 AM Pacific Time. The evaluation will be based on the total price including Category A and B work items, Over and Above Work allowances, and location adjustments that range from $0 for Portland-area shipyards to up to $984,225 for distant locations like Honolulu to cover transportation and per diem costs. Electronic bids must be submitted by September 8, 2025, with a 60-calendar-day acceptance period following submission.
This solicitation does not include any set-aside designations and is open to all qualified contractors meeting the MSRA requirements. The contract includes 58 specific line items covering vessel maintenance tasks, with a budgeted amount of $920,000 allocated for over and above work encompassing 13,000 labor hours and materials. The performance period is scheduled from December 3, 2025, to February 20, 2026, with all overhaul work to be performed at the contractor's facility rather than a government location. The government will deliver the vessel to the selected contractor's facility and will conduct mandatory dock and sea trials upon completion that the vessel must pass before final acceptance. Performance will take place at the contractor's shipyard facility, though the vessel is currently operating in the Portland, Oregon area during the active dredging season.
