About this file

The file is a Performance Work Statement (PWS) for the overhaul of the Dredge Essayons, a vessel operated by the U.S. Army Corps of Engineers (USACE) Portland District. The overhaul will be a firm fixed price job order under a Master Ship and Repair Agreement (MSRA), with all work to be performed at the contractor's facility. USACE will deliver the vessel to the contractor's location, and upon completion, USACE personnel will conduct dock and sea trials that the vessel must pass before final delivery.

Key requirements include mandatory site visits for potential contractors, with visits scheduled until approximately August 13 in Portland, Oregon. Contractors must wear appropriate Personal Protective and Safety Equipment (PPE), which will not be provided by USACE. Some site visit locations may require a Transportation Worker Identification Certification (TWIC) card. Interested contractors must contact Mr. Ian Lutjens at ian.k.lutjens@usace.army.mil to schedule a site visit, with site visit times beginning promptly at 9:00 AM Pacific Time and locations subject to change due to the vessel's current operational dredging season.

Sections of stiffeners, beams, girders, etc., shall be welded to the bulkheads to maintain continuity of structure. Openings cut into decks and bulkheads shall be adequately compensated in accordance with ABS requirements to maintain original strength, unless the opening is cut in such a manner that it can be re-welded to existing framing members.

4.6.8.3 General Requirements for Foundations and Supports

Contractor shall provide suitable foundations under all new units of machinery. Foundations shall be built up of plates and structural shapes to the dimensions required for satisfactory support, assuring rigidity, freedom from vibration, and designed for secure containment of the equipment in event of crash stops.

Foundations shall be constructed to the machinery manufacturer’s requirements, unless otherwise specified in technical specifications or modification.

Where dripping water or oil can be expected, the top plates of foundations shall project beyond the edges of the bedplates or bases of units being supported and formed into spill containment/drip pans. Flat bars welded around the edges of the top plates, or combing welded around the deck near the foundation, may be used to retain any leakage. Valve drains shall be provided at the ends or corners of the pans to facilitate fluid removal or recovery.

Foundations shall extend beyond the equipment fore and aft or transversely to distribute the load and to avoid excessive weight concentrations.

Doublers, insert plates, girders, headers and stanchions shall be fitted and under-deck framing shall be reinforced to support units mounted on deck.

4.6.8.4 General Requirements for Materials

All materials provided by the Contractor shall be suitable for marine applications and shall be subject to COR approval prior to installation. Refer to paragraph 4.5.2 – Material Submittals

4.6.8.5 General Requirements for Piping

All piping required shall be designed and installed to obtain optimum operating conditions, and shall be compatible with the machinery or equipment serviced, including pressure, volume and temperature requirements. All piping, valves and fittings shall comply with material specifications of the design standards for that particular service.

New piping added to or replacing an existing system shall duplicate that system, both in size, material, and routing, unless otherwise specified. New piping, where installed in coordination with new equipment or machinery, shall be installed in a manner that does not adversely impact personnel with tripping or overhead hazards.

New fuel oil, lube oil, or hydraulic piping shall be seamless steel, Schedule 80, to match existing pipe material. Pipe shall be pickled prior to installation. Seamless stainless steel tubing may be used as appropriate in Hydraulic systems.

New raw, jacket or sanitary water piping shall be with 90-10 copper-nickel, Schedule 80.

New drain piping shall be replaced in kind. Piping shall be led directly as per existing application.

The finished installation shall include the pipe, valves, unions, elbows, reducers, tees and fittings and all necessary subparts. Unions and flanges shall be required to facilitate installation and subsequent removal.

High-pressure flanges shall be used where originally provided.

Flexible connections to machinery components shall be required where vibration may be anticipated.

Piping shall not pass over switchboards and be kept clear of switchgear, wiring, etc.

All work shall be templated from the vessel.

Piping shall be secured by supports and hangers to avoid excessive strains; avoid the weight of the piping being transmitted to valves and fittings; minimize the effects of vibration, shock, pitching and rolling of the vessel; and permit proper thermal expansion and contraction.

Provision may be made for expansion and contraction by changes in direction of pipe runs or by use of expansion bends, joints, loops or offsets.

Galvanizing destroyed by welding or other activity shall be restored to original. All new steel galvanized pipe shall be hot dipped galvanized.

All burrs shall be removed from the ends of all piping after any cutting or threading. Pipe ends shall be dressed with a reamer before installation.

Valve type shall be consistent with the service. All valve materials shall match existing. New valves shall be approved by the COR.

New cable runs shall be supported at intervals of no more than 18” apart where vertical and 14” apart where horizontal. Straps, hangers, and standoffs shall be aluminum with stainless steel fasteners. Plastic type straps are permitted only behind sheathing/paneling. No cable runs will be permitted below the deck- plates, except for bilge pump wiring. Cable penetrations, when required to be watertight, shall have approved kick-plates, stuffing tubes, etc., and shall be filled with duct seal, or pitch where originally used.

All sharp and/or rough edges shall be ground smooth and all weld splatter shall be removed.

All welds for temporary dogs used during modifications or to secure plate in place while welding shall be ground flush with the surrounding metal.

Assembly of all welded joints, before welding, shall be such as to secure proper gaps in butt welds and metal contact in fillet welds. Welding shall not be used to close openings larger than stipulated for each plate thickness by the ABS.

Welding procedures, as to direction, length, number, temperature and sequence, shall be carefully planned to minimize distortion and locked-in stresses.

Any welding to or of hull shell plating, watertight and/or oil-tight bulkheads shall be inspected by ABS. This includes the removal of existing plate, examination of the remaining surrounding plate, examination of the fit-up, and examination of the final welding

Any welding shall use local grounding on and forward of frame 48 and on and aft of frame 108 and in all machinery spaces. The Contractor shall maintain a log of all welders who worked on the vessel throughout the repair period, each welder’s certification, and the repair activities on each welder worked. This log shall be made accessible to the COR at any time during normal business hours throughout the period of performance of this job order.

Cover all paragraph and subparagraph elements in EM 385-1-1, Appendix A, entitled Minimum Basic Outline for Accident Prevention Plans. Specific requirements for some of the APP elements are described below:

(1) The APP is job-specific and address any unusual or unique aspects of the project or activity for which it is written.

(2) Interface the Contractor's overall safety and health program with the APP. Include any portions of the Contractor's overall safety and health program referenced in the APP in the applicable APP element and made site-specific.

(3) The Government considers the Prime Contractor to be the "controlling authority" for all work site safety and health of the subcontractors.

(4) Inform subcontractors of the safety provisions under the terms of the Contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out.

(5) Sign the APP by the person and firm (senior person) preparing the APP, the Contractor, the on-site superintendent, and the designated SSHO.

b. Submit the APP to the KO 60 calendar days after Notice to Proceed for acceptance. Work cannot proceed without an accepted APP. The KO will review and comment on the Contractor's submitted APP and accept it when it meets the requirements of the Contract provisions.
