About this opportunity
The U.S. Army Corps of Engineers (USACE) Baltimore District is seeking potential sources for operation and maintenance of HURREVAC, a restricted-use computer program that supports hurricane tracking and emergency management decision-making. The procurement involves maintaining a system that provides real-time data feeds, hurricane tracking capabilities, and evacuation study support for government emergency managers. Key contract requirements include achieving 99% system uptime during hurricane season, providing 24/7 technical support during active tropical systems, and hosting the Real Time Evacuation Planning Model (RtePM) database. The government will evaluate responses based on company details, socioeconomic status, relevant past performance, and capability narratives limited to 3 pages for business description and 10 pages for past performance. Responses are due by March 10, 2025, at 11:00 AM EST, with the solicitation using NAICS code 541519 for Other Computer Related Services.
While no specific set-aside has been designated, the government especially encourages participation from small businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) firms. The contract is expected to be a 12-month firm-fixed-price services contract using FAR 13 Simplified Acquisition Procedures, with a size standard of $27.5 million. The procurement will require maintaining backup personnel with full system knowledge and coordinating with USACE and FEMA on system issues. Vendors must demonstrate capabilities in maintaining complex, mission-critical hurricane tracking and evacuation support systems, with experience in similar projects within the past 10 years. The contract involves hosting cloud-based platforms and providing comprehensive technical support for critical emergency management infrastructure.
Notice text
The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB) seeks to determine the interest, availability, and capability of potential sources to satisfy an upcoming requirement. The requirement is for the operation and maintenance (O&M) of HURREVAC managed by the FEMA/USACE National Hurricane Program. HURREVAC stands for Hurricane Evacuation and is a restricted-use computer program funded by FEMA and USACE for use by government emergency managers to track hurricanes, support evacuation decision making, and provide data and information to support hurricane emergency management planning and operations. In addition, the Real Time Evacuation Planning Model (RtePM) is hosted on the same cloud server used to
host HURREVAC. RtePM is a restricted-use, web-based transportation model designed to capture the impacts of traffic flow along a regional roadway network and calculate hurricane evacuation clearance time.
