THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR
PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR
DRAWINGS AVAILABLE AT THIS TIME.
The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB) seeks to determine the interest, availability, and capability of potential sources to satisfy an upcoming requirement. The requirement is for the operation and maintenance (O&M) of HURREVAC managed by the FEMA/USACE National Hurricane Program. HURREVAC stands for Hurricane Evacuation and is a restricted-use computer program funded by FEMA and USACE for use by government emergency managers to track hurricanes, support evacuation decision making, and provide data and information to support hurricane emergency management planning and operations. In addition, the Real Time Evacuation Planning Model (RtePM) is hosted on the same cloud server used to host HURREVAC. RtePM is a restricted-use, web-based transportation model designed to capture the impacts of traffic flow along a regional roadway network and calculate hurricane evacuation clearance time.
By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside or acquisition decision to be issued will depend upon the capabilities of the responses to this notice.
Responses to this Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested vendors to monitor this site for additional information pertaining to this notice and any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued as a result of this notice will be in a separate announcement.
PROJECT DESCRIPTION
USACE-NAB has been tasked to solicit for and award the operation and maintenance of HURREVAC from date of award to 12 months from date of award. HURREVAC stands for Hurricane Evacuation and is a restricted-use computer program funded by FEMA and USACE for use by government emergency managers to track hurricanes, support evacuation decision making, and provide data and information to support hurricane emergency management planning and operations. This real-time data analysis tool allows state and local emergency management officials to make prudent and informed decisions based on information developed during the FEMA Hurricane Evacuation Studies process and real-time forecast data distributed by the National Weather Service (NWS) and the Tropical Prediction Center/National Hurricane Center (NHC). HURREVAC has over 35,000 registered users at all levels of government and serves as the primary evacuation decision assistance tool for emergency managers threatened by tropical systems.
The proposed project will be a competitive, firm-fixed-price services contract procured in accordance with FAR 13 utilizing Simplified Acquisition Procedures.
This primary purpose of this project consists of the following:
• Maintain continual verification and monitoring of data sources and feeds. The nature of real-time data and the often rapidly changing dissemination techniques, formats and accessibility are such that the sources of specific data may need to be modified over time. Examples include, and are not limited to, real-time hurricane advisory files from the National Hurricane Center, the Central Pacific Hurricane Center, the Joint Typhoon Warning Center, Wind and Storm Surge Probability and Hindcast data from the National Hurricane Center, and rainfall/river flood data from the National Weather Service. Other pertinent and relevant publicly available data sources may be identified for future inclusion as they come available.
• Monitor system performance through the contractor-built monitoring system. The system goal for uptime during hurricane season is 99% with a recovery buffer of five
(5) minutes. When downtime occurs, the requirement is to document the issues, resolutions, and recovery buffer times and submit to USACE and FEMA.
• Update database files, including hurricane tracking error values, hurricane evacuation study data, evacuation zones and clearance time data, forecast and storm surge products, and other National Hurricane Program products.
• Operate and maintain user base and authentication and provide user technical support.
This includes the following requirements:
o Adding new user system access to HURREVAC and/or RtePM at specified authorization levels based on USACE and FEMA approval and guidance.
o During active tropical systems that are a threat to the United States and its Territories (within 120 hours of a potential impact), staff a 24-hour technical support system that will respond to technical assistance requests submitted by users via email, phone, or through the system itself within one hour.
• Maintain primary and secondary backup personnel during the contract period that have full working knowledge of the program coding, data feed coding, and overall system support and maintenance. The intent of this work item is to provide redundancy to ensure the program is always available and working correctly for users.
• Maintain database hosting capabilities for the transportation model, RtePM, which is a tool that may be used in hurricane evacuation studies to determine evacuation clearance times.
• Coordinate with USACE and FEMA to resolve all major problems, issues, concerns, or modifications and/or improvements, and document actions taken.
The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran- Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however, SB, Section 8(a), HUBZone, SDVOSB, and WOSB businesses are highly encouraged to participate.
