About this file
This is a questionnaire for a pre-solicitation Sources Sought Notice issued by the Department of the Army Corps of Engineers (USACE) for Construction Management System User Training services. The Government is conducting market research to assess industry capabilities and identify potential contractors for a new requirement related to training on the Construction Management Platform (CMP), which will replace the current Resident Management System (RMS) used to document and manage USACE contracts worldwide. The training will support engineering, construction, project management, and support personnel, as well as external contractors and stakeholders to ensure a smooth transition to the new system.
Interested contractors must respond to the questionnaire by providing company information, CAGE Code, SAM UEI number, small business certifications, NAICS code registration (specifically 611420 - Computer Training), and feedback on the attached Performance Work Statement. Respondents must also include a Statement of Qualifications summarizing their experience, resumes of key personnel, recommendations for improving the draft PWS, and an estimate of days needed to prepare a proposal package. The anticipated contract vehicle will utilize FAR Part 12 supplemented by FAR Parts 13 and 15 as appropriate. The Government will analyze submissions to determine suitability for a total or partial small business set-aside; if the small business pool is insufficient, full and open competitive procedures will be used. All questions should be directed to Contracting Officer David A. Kaplan at david.a.kaplan@usace.army.mil or (703) 428-8487.
