About this opportunity

The Department of State's Office of Acquisition Management is conducting a Sources Sought/Request for Information (RFI) to identify vendors capable of providing local guard services at the U.S. Embassy in Luxembourg. The market research aims to assess small business capabilities for comprehensive security services that protect U.S. government personnel, facilities, and equipment. Key contract requirements include maintaining a 24/7 guard force of host country nationals, operating security systems like CCTV and Guard Electronic Monitoring System (GEMS), and ensuring strict personnel screening and incident reporting protocols. Interested vendors must be registered in SAM, have DCAA-approved accounting practices, and possess the ability to obtain a security license in Luxembourg. The RFI responses are due by June 10, 2025, at 13:00 EST, with vendors required to submit a completed Contractor Information Form and Questionnaire to Paige A. Goeke via email.

The solicitation (Number 19AQMM25R0216) does not currently have a specific set-aside designation, though it is explicitly seeking small business participation. The contract falls under NAICS code 561612 for Security Guards and Patrol Services, with an anticipated 90-calendar day startup period. While no specific award value or budget range is disclosed, the comprehensive nature of the required services suggests a significant operational commitment. The contract will require vendors to manage communication systems, handle security equipment, provide necessary insurance coverage, and comply with complex regulatory environments including Arms Export Control Act and International Traffic in Arms Regulation requirements. Vendors must demonstrate capabilities in language skills, equipment management, personnel screening, and situational decision-making, with the ultimate goal of ensuring continuous, high-quality security services that meet the embassy's stringent safety and protection standards.
