About this opportunity
The Department of the Air Force Air Education and Training Command awarded a $6,228 labor-only contract to Johnson Controls Inc on June 18, 2025, for urgent repair of a chiller motor at Joint Base San Antonio, Fort Sam Houston in Building 3260. The contract was awarded as a single source procurement due to the critical nature of the chiller system failure, which halted mission-essential operations at research facilities including the Tri Services Laboratory and affected patient living spaces and laser chambers. Johnson Controls Inc was selected as the sole contractor because they are the original equipment manufacturer with existing warranty coverage on the chiller system components, possess specialized knowledge of the equipment, and have licensed technicians required to preserve the warranty while completing the repairs. The urgent nature of the requirement and potential health risks from lack of HVAC support necessitated bypassing competitive bidding procedures to restore critical facility operations.
Notice text
The usual and compelling requirement to provide labor only for the repair of the chiller motor located at Joint Base San Antonio, Fort Sam Houston (FSH), TX located in Building 3260, was awarded to Johnson Controls Inc (JCI) on 18 June 2025, in the amount of $6,228.00. The chiller system components are currently listed on JCI’s warranty under a prior contract agreement, however labor costs are an uncovered expense. To both preserve the existing warranty and preclude additional material expenses while ensuring chiller operates as designed, repairs and labor must be executed by JCI licensed technicians. Attached is the Single Source Justification pertaining to this requirement.
Awarded contract FA301625P0173 to JOHNSON CONTROLS, INC for 6228.00 on 2025-06-18.
