About this opportunity
The Department of Agriculture Agricultural Research Service is procuring two Upright/Inverted ECHO REVOLVE R4 Microscope Systems through solicitation number 1232SA25Q0145. The microscopes must be "all-in-one" inverted/upright bright-field/fluorescent systems that are self-contained and do not require external computer systems, with specific filter units for DAPI, FITC, GFP, EGFP, and Texas-Red stained samples. Each system requires a minimum 5-megapixel monochrome camera and 12-megapixel color CMOS camera, with capabilities for brightfield, darkfield, phase contrast, and polarized illumination, plus cloud sharing functionality. The two microscopes have different accessory requirements, with Microscope #1 requiring 10x, 40x, 60x, and 100x objective planar phase contrast lenses, while Microscope #2 needs only 10x and 40x objectives. The government will evaluate quotes using the Lowest Price Technically Acceptable (LPTA) method with technical capability as a pass/fail factor and price as the determining factor. Questions are due by June 19, 2025 at 5pm PST, and quotes must be submitted electronically to Maria.Thomas@usda.gov by June 26, 2025 at 5pm PST.
This procurement is issued as unrestricted with no set-aside designation under NAICS code 333310 with a small business size standard of 1000 employees. The attached brand name justification indicates that after market research, the ECHO REVOLVE R4 is the only microscope meeting all technical requirements, with competing models from Olympus and Thermofisher found insufficient. While no specific contract value is provided, the procurement involves purchasing exactly two microscope systems with delivery required within 60 days after award. The place of performance is the USDA facility located at 1855 NE Grimes Way, Room 3003 ADBF, Pullman, WA 99164-6630, where the equipment will support research capabilities across different laboratories. The procurement follows FAR Part 12 commercial item procedures and FAR Part 13 simplified acquisition procedures, suggesting this falls under the simplified acquisition threshold.
