The National Park Service Midwest Region seeks HVAC, insulation, and electrical upgrades at the St. Croix National Scenic Riverway in St. Croix Falls, Wisconsin, with proposals due July 7. Place of performance is the Magney Housing Unit at 23209 St. Croix Trail North, Scandia, Minnesota. The work consists of installing a new three-head mini-split HVAC system (Mitsubishi MXZ-3D24NL or equivalent with 22,000 BTU cooling and 25,000 BTU heating capacity at 208/230V single phase), installing a new bathroom exhaust fan (Broan BELS8 or equivalent, 80 CFM with humidity sensor), replacing the existing 100-amp electrical service panel with a new 150-amp panelboard (Schneider Electric, Eaton, or Siemens, with 26 minimum spaces and dedicated 50-amp HVAC breaker), and removing all existing attic fiberglass insulation and replacing it with closed-cell spray foam insulation achieving R-50 rating. All work must comply with 2026 National Electric Code and 2024 International Building and Energy Conservation Codes. Third-party electrical inspection by a state-licensed commercial inspection agency is required before final contract officer representative inspection.
The contract is firm-fixed price with an estimated value between $25,000 and $100,000. Performance bonds and payment bonds of 10 calendar days are required. Completion is required within 90 calendar days of notice to proceed, with all onsite work occurring after October 5, 2026. Construction Wage Rate Requirements for St. Croix County, Wisconsin apply. Evaluation is based on technical capability, prior experience, and price. An organized site visit is scheduled for June 23, 2026 at 10:00 AM CT. SOLICITATION NOTICE:
The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, is issuing a Request for Quote (RFQ) for the HVAC, Insulation, and Electrical Upgrade project for the St. Croix National Scenic Riverway in St. Croix Falls, WI.
Work will consist of providing all labor, materials, tools and other equipment necessary to upgrade the HVAC system, remove and install insulation and replace the outdated electrical panel.
SOLICITATION NUMBER: 140P6426Q0064
PROJECT MAGNITUDE: Between $25,000 and $100,000
TYPE OF CONTRACT: This will be a firm-fixed price contract.
Construction Wage Rate Requirements for St Croix County, WI will apply.
EVALUATION FACTORS: Technical Capability, Prior Experience, and Price
North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 236118, and the size standard is $45 million.
This project is set aside 100% for Total Small Businesses.
SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
The contracting office will not provide hardcopies or email copies of the solicitation.
REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
