About this opportunity

The Updated Master Invitation for Bids for International Commodity Procurements (MIFB-I) is a special notice issued by the U.S. Department of Agriculture Agricultural Marketing Service (AMS) on April 23, 2026, with an effective date of April 24, 2026. This notice establishes a master contract framework that will govern future individual Invitations for Bids (IFBs) issued by AMS for international food assistance program purchases. The notice applies to all International and Service Contracting Division solicitations issued on or after April 24, 2026. Interested vendors are directed to visit www.ams.usda.gov/commodity-procurement for more information about selling commodities to USDA. This is a non-set-aside opportunity with a response deadline of October 23, 2026.

The MIFB-I establishes standardized terms and conditions under which the USDA will procure various agricultural commodities for international food assistance initiatives, including Food for Peace, Food for Progress, and McGovern-Dole Food for Education programs. Eligible commodities encompass wheat flour, rice, cooking oils, dried legumes, canned salmon, dairy products, fortified supplements, and packaging materials, all of which must be of U.S. origin and produced exclusively within the United States unless domestically unavailable or unaffordably priced. Contractors must submit bids electronically through the Web Based Supply Chain Management (WBSCM) system by specified deadlines and comply with all Federal Acquisition Regulation and Agricultural Acquisition Regulation requirements, including provisions on anti-discrimination, small business subcontracting, quality management systems, labor standards, and trafficking in persons prohibitions. Awards are made on a firm-fixed-price basis to the lowest-landed-cost responsive and responsible bidder, with liquidated damages applied for delivery delays ranging from $0.11 to $0.45 per cwt/day depending on commodity type. Payment terms vary by commodity, with perishable and dairy products due within 10 days and other commodities due within 30 days.
