About this opportunity

The Department of Agriculture Agricultural Marketing Service has issued an Updated Master Invitation for Bids for Domestic Commodity Procurement (MIFB-D) effective April 24, 2026. This Special Notice establishes a master template for sealed bidding procurements of agricultural commodities and processed food products intended for domestic food distribution programs. The solicitation applies to all Domestic Commodity Procurement Division solicitations issued on or after the effective date and does not utilize an interested vendor list option. Interested parties are directed to visit the AMS website for additional information and procurement opportunities. The bid submission deadline is October 23, 2026, and the notice was posted on April 23, 2026.

The MIFB-D serves as the procurement vehicle for the National School Lunch Program, Commodity Supplemental Food Program, Food Distribution Program on Indian Reservations, and Emergency Food Assistance programs. All products must be 100 percent U.S. origin, grown, processed, and prepared exclusively in the United States, with limited exceptions for non-domestically produced ingredients that are unavailable or unaffordable domestically. Contractors must submit all bids electronically through the Web Based Supply Chain Management Computer System (WBSCM) and comply with extensive requirements including plant surveys or Plant Systems Audits valid for one year, FDA food facility registration, food defense plan approval, proper labeling and packaging, pallet unitization with tamper-evident seals, and advance shipment notices filed at least 24 hours before delivery. Specific commodities such as dry beans, peas, and lentils are designated for identity-preserved basis procurement. Awards are granted in USDA standard truckload quantities, with payment terms ranging from 7 to 30 days after invoice receipt and liquidated damages applied for late deliveries not exceeding 45 days.
