The Updated Master Invitation for Bids - Domestic Commodity Procurement (MIFB-D) is a Special Notice issued by the Department of Agriculture's Agricultural Marketing Service (AMS) effective April 7, 2026. This notice applies to all domestic commodity procurement solicitations issued on or after that date. The opportunity was posted on April 6, 2026, with a deadline of October 6, 2026. This Master Invitation for Bids establishes the framework through which the USDA AMS solicits bids for agricultural commodities and products from interested vendors. Vendors seeking to supply commodities to the USDA should reference the AMS website for additional information on commodity procurement opportunities.

The purpose of the MIFB-D is to procure agricultural commodities and products exclusively for domestic food distribution programs, including the National School Lunch Program, Commodity Supplemental Food Program, Food Distribution Program on Indian Reservations, and Emergency Food Assistance programs. All products must be 100 percent U.S. origin, grown, processed, and prepared in the United States, with limited exceptions for unavailable minor ingredients. Contractors must submit offers electronically through the Web Based Supply Chain Management Computer System (WBSCM) and comply with extensive federal requirements including Current Good Manufacturing Practices, FDA Food Facility Registration, food defense plans, and domestic origin certifications. Liquidated damages apply for delivery delays and failed traceability documentation, with payment terms ranging from 7 to 30 days depending on commodity type. Award will be made to responsive and responsible bidders following sealed bidding procedures and principles established in the Federal Acquisition Regulation (FAR) and Agriculture and Related Agencies Acquisition Regulation (AGAR).
